Opening of the 13th Session of the 22nd Vinh City People's Council
On the morning of July 15th, the 22nd term of the Vinh City People's Council held the opening of its 13th session to consider and decide on many issues within its authority. At the session, the City People's Council also assessed the socio-economic development situation in the first six months of the year and outlined tasks and solutions for the last six months of 2024.

Comrades Phan Duc Dong - Member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee, Chairman of the City People's Council, and Nguyen Tat Son - Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Council, presided over the session.
Emphasize the responsibility of conducting research so that the City People's Council can make decisions in accordance with the law.
In his opening remarks at the session, Comrade Phan Duc Dong - Member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee, and Chairman of the City People's Council - emphasized that the 13th session of the City People's Council will consider and decide on many important issues.

Specifically, the City People's Council proceeded with the process of relieving a member of the City People's Council, 22nd term, 2021-2026, dismissing a member of the Vinh City People's Committee, 2021-2026 term, and conducting a supplementary election for a member of the Vinh City People's Committee, 2021-2026 term.
The City People's Council also reviewed 16 reports on the implementation of the socio-economic development plan, budget settlement, public investment for the first six months and tasks and solutions for the last six months of 2024…; and considered, discussed, and approved nine resolutions on the city's socio-economic development.

The Chairman of the Vinh City People's Council requested that the city's People's Council delegates, representatives from relevant departments, agencies, and units, and representatives of voters from Vinh Tan ward and Nghi An commune who were invited to attend, uphold a high sense of responsibility, utilize their intellect, carefully study the questions raised, actively participate in discussions in groups and in the plenary session, and express their opinions clearly, especially on issues where there are differing or conflicting views, in order to create high consensus so that the City People's Council can make decisions that are in accordance with the law and the practical situation.

The session proceeded with the procedure to relieve Mr. Nguyen Duc Cuong – former Head of the Vinh City Police Department, who has been transferred to the position of Deputy Director of the Provincial Police Department – from his duties as a member of the City People's Council, 22nd term, 2021-2026, and to dismiss him from his position as a member of the Vinh City People's Committee, 2021-2026.

The session also held a by-election for a member of the Vinh City People's Committee for the 2021-2026 term, electing Mr. Pham Thanh Long, Chief of Vinh City Police, with all 33/33 Vinh City People's Council delegates voting in favor, achieving 100% approval.

Next, the session heard a report from the leaders of the City People's Committee on the implementation of socio-economic development in the first six months of the year and the tasks and solutions for the last six months of 2024.
This includes a focused assessment of the decisive and comprehensive leadership and management of the City People's Committee, with a clear focus on key areas in each sector.

This is linked to strengthening state management and addressing and rectifying prominent issues; removing difficulties and obstacles, and urging the acceleration of the implementation of socio-economic development tasks, especially for complex projects in land clearance or those with large scale and total investment; infrastructure projects exploiting land resources; resolving issues related to collective housing areas, and disbursing public investment capital...

The city continued to encourage and support the conversion of household businesses into enterprises, resulting in the establishment of 507 new enterprises and 1,956 household businesses.
Gross Regional Domestic Product (GRDP) growth rate in the first six months of the year reached 8.18%; total budget revenue reached nearly 3,120 billion VND, achieving 121.4% of the provincial plan, an increase of 112.8% compared to the same period last year.

The city has also proactively and actively coordinated with departments and agencies to research and propose special and superior mechanisms and policies for Nghe An province and Vinh city, as recently stipulated in Resolution No. 137 of the 15th National Assembly on supplementing pilot programs for some special mechanisms and policies for the development of Nghe An province.
Actively coordinating and implementing the projects: “Expanding the administrative boundaries and urban space of Vinh City”; “Rearranging commune-level administrative units in the period 2023 – 2025 and establishing wards within the city”, which were submitted and recognized by the Prime Minister as “the expanded Vinh City meeting the criteria of a type I urban area”.
In the first six months of 2024, the city attracted investment in 5 projects, with a total registered capital of over 6,924 billion VND. Urban management, land use, basic construction investment, and land clearance have seen many positive changes; breakthroughs in administrative reform; application of information technology, development of digital government, and digital transformation.

Progress has been made in the socio-cultural sector, and the material and spiritual lives of the people have gradually improved. The government's leadership and management have seen positive changes; national defense and security have been maintained, and social order and safety have been ensured.
The report also frankly pointed out some shortcomings and limitations in the leadership and management from the city's leaders to the city's departments and agencies, as well as wards and communes; some departments were at times lacking in decisiveness, especially the coordination and operational work of some officials were limited, not truly engaged and firmly rooted in the area, thus affecting practical effectiveness.

Progress in the implementation of some tasks is still slow, such as: finalizing the draft plan "Building a city of light in the period 2024 - 2025, with consideration to 2030"; upgrading sidewalks on Le Hong Phong and Nguyen Thi Minh Khai streets; compensation and land clearance for the resettlement area project on Le Mao (extended) street, Hai Thuong Lan Ong street; Le Ninh street; resolving issues related to collective housing areas...
The transformation of the management model for Quan Lau Market and Vinh Market remains challenging (due to legal obstacles). The development of planned economic models in some wards and communes is not yet clearly defined.
The mobilization of resources for urban renovation according to the plan is limited, lacking a clear focus, and the amount mobilized through social contributions reached only 7.51 billion VND out of a planned 70 billion VND.

Pollution control efforts in the canals, ditches, moats of the ancient citadel, Goong Lake, Vinh Tan Lake, and Kenh Bac Lake still face many difficulties, and the people remain dissatisfied; waste and environmental sanitation in many areas are not yet clean.
Administrative reform, discipline, and order in some agencies and units still need to be rectified and strengthened. Many complaints and petitions remain, mainly in the areas of land and compensation for land clearance; in some cases, the investigation and verification process is slower than the stipulated time.
Following the opening session, this morning, the Vinh City People's Council divided into three groups to conduct discussions. In particular, the city's People's Council delegates focused on discussing and proposing key solutions to promote economic development; disburse public investment capital; exploit and increase budget revenue, combat tax evasion; build civilized and commercial streets, creating focal points; and build schools based on advanced models in line with international integration trends…
The 13th session of the City People's Council continued its work program and adjourned on the morning of July 16, 2024.
