Also attending were members of the Provincial Party Standing Committee: Ho Phuc Hop - Head of the Provincial Party Organization Committee; Bui Thanh An - Head of the Provincial Party Inspection Committee; Nguyen Thi Thu Huong - Head of the Provincial Party Propaganda Department; Le Duc Cuong - Head of the Provincial Party Internal Affairs Department; Ngoc Kim Nam - Head of the Provincial Party Mass Mobilization Department; Cao Thi Hien - Vice Chairwoman of the Provincial People's Council; Vo Thi Minh Sinh - Chairwoman of the Provincial Fatherland Front Committee; Nguyen Nam Dinh - Secretary of the Provincial Party Committee of the Provincial Agencies; Colonel Nguyen Ngoc Ha - Commander of the Provincial Military Command; Phan Duc Dong, Secretary of the Vinh City Party Committee.

Also attending the congress were comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee and comrades of the Provincial Party Executive Committee; representatives of leaders of provincial departments, branches, districts, cities and towns in the province.

Exploiting the potential and advantages of coastal areas

Speaking at the opening of the congress, Secretary of Quynh Luu District Party Committee Hoang Danh Lai emphasized: The 28th Congress of Quynh Luu District Party Committee is a Congress of "Solidarity - Democracy - Discipline - Innovation - Development".

With the theme of building a clean and strong Party and political system; promoting internal strength, will and aspirations of the people and promoting investment attraction for rapid and sustainable development; firmly ensuring national defense and security, striving to build Quynh Luu into the top 3 leading districts of the province.

Comrade Hoang Danh Lai - Secretary of the District Party Committee, Chairman of the People's Council of Quynh Luu district delivered the opening speech at the 28th Congress of the Quynh Luu District Party Committee, term 2020-2025.

At this Congress, the direction, goals, tasks and solutions of the entire Party Committee in the next 5 years will be determined to develop the district more strongly and sustainably; strive to build Quynh Luu district into the top 3 most developed districts of the province; worthy of the trust of the province and the expectations of the people.

The Congress listened to the Political Report of the District Party Executive Committee, term XXVII, presented to the District Party Congress, term XXVIII. Accordingly, in the 2015-2020 term, implementing the Resolution of the District Party Congress, term XXVII, the main targets were basically achieved and exceeded the plan.

The average economic growth rate over the past 5 years has reached 8.72%. The economic structure has shifted in a positive direction (agriculture is estimated at 34.01%, down 13.02% compared to 2015; industry - construction is estimated at 27.37%, up 6.13%; trade - services are estimated at 38.62%, up 6.82%). The average income per capita in 2020 is estimated at 48.41 million VND, up 21.09 million VND compared to 2015.

Budget revenue in the area in 2020 is estimated at 552 billion VND (target 250-260 billion VND), an increase of 359% compared to 2015.

Investment attraction is focused, in the period of 2016 - 2020, attracting 44 new production and business investment projects with a total registered investment capital of more than 5,327.07 billion VND. Enterprises continue to grow in quantity and scale. In 5 years, 125 new enterprises were established, bringing the total number to 480 enterprises. The whole district has 68 service cooperatives and 17,033 individual business households.

New rural area construction has achieved many important results. It is estimated that by the end of 2020, 30/32 communes will meet the new rural standards, an increase of 18 communes compared to 2015; Quynh Doi commune will meet the advanced new rural standards; 10 villages will be recognized as model new rural villages. The district has met 8/9 criteria, an increase of 6 criteria compared to 2015.

During the term, the district issued specific projects for leadership and direction to promote strengths and gradually invest and effectively exploit the potential and advantages of economic zones in rural areas, coastal areas and semi-mountainous areas.

The cultural and social fields have made much progress; social security issues have been effectively resolved. The material and spiritual life of the people has been increasingly improved. National defense and security have been basically maintained. Party building work has been strengthened, the political system has been consolidated and developed. The contingent of cadres and civil servants has continued to mature in many aspects, basically meeting the requirements of the assigned tasks.

In addition to the achieved results, the Quynh Luu District Party Congress focused on analyzing some shortcomings and limitations, presenting lessons learned and setting out 27 key targets for development in the next 5 years.

In particular, focus on building the Party, building a clean, strong, streamlined political system, operating effectively and efficiently. Promote internal resources, promote investment attraction, innovate thinking, dare to think, dare to do to develop quickly and sustainably in all fields and create breakthroughs in some key areas, strive to build Quynh Luu into the top 3 leading districts in the province.

Quynh Luu is a growth pole

Speaking at the Congress, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong praised and congratulated the achievements of the Quynh Luu District Party Committee in the past term. Comrade Nguyen Van Thong noted 8 key tasks that the District Party Committee needs to focus on in the coming time.

That is, focusing resources, developing the economy quickly and sustainably, associated with building a suitable growth model to improve quality, efficiency and competitiveness. Identifying marine economic development (including offshore fishing, coastal aquaculture, exploitation of marine resources, energy, transportation, tourism and marine services...) as a long-term strategic direction and one of the pillars and foundations for the district's development.

The district needs to focus on replicating effective economic models and gradually forming a high-tech agricultural chain. Focus on planning and expanding the central town to meet the requirements of harmonious development, while also focusing on environmental management and protection.

The Deputy Secretary of the Provincial Party Committee emphasized: Quynh Luu must affirm its special position as shown by historical tradition and as required and desired by the present, that Quynh Luu is a growth pole, an extremely important area in the economic picture of Nghe An.

At the working session this morning, the Congress elected 40 comrades to the Executive Committee of the Quynh Luu District Party Committee, term XXVIII, 2020 - 2025; voted to introduce the position of Secretary of the Quynh Luu District Party Committee, term XXVIII for comrade Hoang Danh Lai - Secretary of the District Party Committee, term XXVII, Chairman of the District People's Council.

4 breakthroughs in the 2020-2025 term of Quynh Luu district:

1- Strengthen administrative reform; streamline the political system's organization and apparatus to operate effectively and efficiently; build a team of cadres and civil servants who are steadfast in their profession, responsible, and friendly to the people.

2- Promote internal strength, will and aspirations of the people; increase investment attraction, create combined strength and strong driving force for development.

3- Build a synchronous and gradually modern socio-economic infrastructure; continue to invest and effectively exploit the potential and advantages of economic zones; accelerate the urbanization rate, build Cau Giat town to be worthy of being the center of the district.

4- Promote the application of science and technology in the production, processing and consumption of agricultural products.
