Solemn opening of the 5th Session, 15th National Assembly
(Baonghean.vn) - On the morning of May 22, the 5th Session of the 15th National Assembly of the Socialist Republic of Vietnam solemnly opened at the National Assembly House, Hanoi.
Attending the opening session of the meeting were General Secretary Nguyen Phu Trong, President Vo Van Thuong, Prime Minister Pham Minh Chinh, Permanent member of the Secretariat, Head of the Central Organizing Committee Truong Thi Mai; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

On the National Assembly side, there were National Assembly Chairman Vuong Dinh Hue, Permanent Vice Chairman of the National Assembly Tran Thanh Man, Vice Chairman of the National Assembly Nguyen Khac Dinh, Vice Chairman of the National Assembly Nguyen Duc Hai, Vice Chairman of the National Assembly Tran Quang Phuong; members of the National Assembly Standing Committee; Heads, Deputy Heads of Delegations, and National Assembly deputies from 63 National Assembly delegations of provinces and centrally run cities.
The National Assembly Delegation of Nghe An province consisted of 13 delegates led by Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council as Head of the National Assembly Delegation attending the meeting.
Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.
At 8:00 a.m., the National Assembly held a preparatory meeting. At the meeting, the National Assembly deputies listened to the speech of National Assembly Chairman Vuong Dinh Hue; and listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly, and Head of the National Assembly Office Bui Van Cuong on the reception, explanation, and revision of the draft Program of the 5th Session of the 15th National Assembly. After that, the National Assembly discussed and voted to approve the Program of the 5th Session of the 15th National Assembly.

At 9:00 a.m. this morning, the 5th Session of the 15th National Assembly officially opened at Dien Hong Hall, National Assembly House. The session is divided into 2 phases; phase 1 from May 22 to June 10; phase 2 from June 19 to June 24. It is expected that in 23 working days, the National Assembly will consider and decide on important contents.
Specifically, regarding legislative work, the National Assembly will consider and pass 8 bills including: Law on Protection of Consumer Rights (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

The National Assembly will also consider and approve three draft resolutions, including: Resolution on the Law and Ordinance Development Program for 2024, and adjustments to the Law and Ordinance Development Program for 2023; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly or People's Council; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The National Assembly will also give opinions on a number of draft laws, especially the Land Law (amended). Also on the agenda, the National Assembly will consider socio-economic issues, the state budget, supervision, other important issues and carry out personnel work within its authority.

In his opening speech, National Assembly Chairman Vuong Dinh Hue emphasized that the 5th Session of the 15th National Assembly took place right after the great success of the Mid-term Conference of the 13th Party Central Committee; this is a session of great significance in terms of legislative work, supreme supervision and deciding on important issues of the country.
The National Assembly Chairman emphasized that the consideration and promulgation of draft laws at the session is of great significance in order to remove practical difficulties and shortcomings, create consistency and unity with the legal system, especially the Land Law (amended), as well as meet the requirements of digital transformation, ensure security and national defense, reform administrative procedures, enhance the quality of governance and management of credit institutions and perfect the legal framework in the handling of bad debts of credit institutions.

The National Assembly Chairman requested that National Assembly deputies take time to study, focus on thorough discussion, evaluate the consistency and suitability of projects and drafts with the Constitution and the Party's guidelines and policies, carefully consider the rationality, feasibility, and impact of proposed new policies; pay special attention to ensuring publicity, transparency, and strictness, not creating loopholes for negative behaviors, corruption, group interests, and local interests; ensure stability and consistency in the regulations of each project and draft and the consistency and synchronization of the legal system, contributing to perfecting development institutions, promoting and creating new momentum, paving the way for innovation and sustainable development.
