Difficulties in calling on illegal workers residing abroad to return home

(Baonghean.vn) - This content was presented at the working session of the Provincial People's Council's Culture - Social Committee with the Nam Dan District People's Committee on the afternoon of October 2 according to the plan to supervise the implementation of recommendations after supervising vocational training, job creation and implementation of a number of labor export policies in the province.

According to the People's Committee of Nam Dan district, through a survey, the demand for vocational training in the area is large, with about 700 to nearly 1,000 people each year. In conjunction with the survey, the district also directed relevant units to provide career counseling and orientation for subjects, including junior high school students; as well as open vocational classes, mainly training intermediate, elementary vocational and vocational training under 3 months.

However, the number of highly qualified vocational workers, college and university level is still limited; from that reality, Nam Dan district proposed that the province should research and issue policies to support high-level vocational training for children in difficult economic situations to solve sustainable employment.

Regarding labor export, what the monitoring delegation noted was that the district has had many state management measures and selected traditional and reputable recruitment and sending units to work abroad.

Therefore, despite the large number of people in Nam Dan going to work abroad, there are currently about 7,000, accounting for 10 - 12% of the total labor force in the district (in the first 8 months of 2018 alone, nearly 1,000 workers) and no workers have been scammed in the labor export.

At the meeting, members of the monitoring delegation of the Provincial People's Council's Culture and Social Affairs Committee were interested in many issues related to solutions to call on illegal workers to return home; the implementation of vocational training policies, job creation, labor export; the rate of workers with jobs after training, etc.

Explaining the solution to bring illegal workers back to the country, Vice Chairman of the District People's Committee Nguyen Hong Son admitted that although the district has implemented many solutions such as propaganda and assigning grassroots officials to directly go to each household to call on relatives to return, it is not effective and administrative measures cannot be applied to this problem.

Regarding the district's vocational training and employment policies, Nam Dan District Party Secretary Bui Dinh Long said that the current policies in this field have affected the subjects. Therefore, the district's policies do not directly support learners but through support according to the model of applying science and technology to production such as greenhouse vegetable production, farm economic development, etc.

Concluding the meeting, Deputy Head of the Culture - Social Committee of the Provincial People's Council Nguyen Thi Lan requested Nam Dan district to continue to pay attention to leading and directing vocational training, job creation, and labor export, thereby increasing people's income, contributing to promoting the overall development of the district.

The Deputy Head of the Department of Culture and Society suggested that the district strengthen links with businesses and vocational training facilities, and clearly identify key occupations, focusing on occupations that are consistent with the orientation and goals of local economic development for training, ensuring that all workers have sustainable jobs after training.

Regarding the issue of labor export, Ms. Nguyen Thi Lan said that, in addition to focusing on checking the legal documents of units recruiting workers to work abroad, making it public to the people, limiting risks that may occur in labor export, the district needs to pay attention to controlling study abroad consulting activities from businesses to ensure the rights and learning opportunities of learners.
