Prosecution and temporary detention of director who shot and threatened women
The police have decided to prosecute and temporarily detain the director who fired a gun to intimidate a mother and child asking for their salary, causing a stir in public opinion.
On December 9, Tan Binh District Police, Ho Chi Minh City announced that they had issued a decision to prosecute and temporarily detain Bui Duc Phuong (born in 1972, residing in Cu Chi District, Ho Chi Minh City) - Director of Viet Nhat Security Services Company Limited (headquartered on Cong Lo Street, Ward 15, Tan Binh District) for the act of "Forging seals and documents of agencies and organizations".

According to the case file, in August 2016, Mr. Bui Huu Phuc (born in 1988, residing in Tan Phu District, Ho Chi Minh City) applied for a job at Viet Nhat Security Services Company Limited. After the interview, Mr. Phuc agreed to sign a probationary contract and was assigned to protect targets at the company with a starting salary of 4.2 million VND/month.
After working for a month, Mr. Phuc submitted a resignation letter for family reasons. According to company regulations, from the time an employee submits a resignation letter, it takes 30-45 days for the board of directors to process it. Therefore, Mr. Phuc worked for another 45 days as committed in the contract, then quit and was notified by the employee to come back for salary payment on November 30.
After the above appointment time, Mr. Phuc came to the company many times to request salary payment but was not satisfied.
At around 3:20 p.m. on December 5, Mr. Phuc was driven by his mother, Ms. Nguyen Thi Thuy (born in 1971), to the Viet Nhat Security Services Company Limited to receive his salary. Because they could not get the money back, Ms. Thuy and Phuong got into a heated argument.
Disregard for the law
Angry, Phuong took out a black pistol from his pocket and pointed it at Ms. Thuy's head, threatening her, but she was not afraid and challenged her to "shoot, shoot". Phuong then pointed the gun up to the sky and pulled the trigger, the gun fired once in front of many people. Phuong's actions were secretly recorded by a local resident and posted on social media, causing a stir in public opinion.
After firing the warning shot, Phuong went into the company. Ms. Thuy and her son went to the police station of Ward 15, Tan Binh District to report the entire incident.

When invited to the Tan Binh District Police headquarters for questioning, Phuong admitted to all of the acts of shooting and threatening Ms. Thuy and her children as above.
During the investigation, the police confirmed that the gun Phuong used at that time was a support tool gun (tear gas bullets), code RG88, manufactured in Germany and licensed for use by the Department of Administrative Management of Social Order (PC64) of Ho Chi Minh City Police on July 15, 2016, valid until July 15, 2021.
Phuong also confessed that in addition to the above gun, when establishing the company, he bought another tear gas gun and 2 bullets from a company in District 1. Before that, Phuong had fired 1 test bullet, the remaining bullet exploded to threaten Ms. Thuy and her children on December 5.
When searching the black car used by Phuong, the police discovered under the floor of the car two fake police cards bearing the name Bui Duc Phuong, rank of lieutenant, position of professional officer of the Department of Investigation Police on Social Order Crimes, PC 45, Ho Chi Minh City Police.
In addition, the police also seized a security officer certificate named Bui Duc Phuong with a photo of him wearing police uniform, a red logo plate with a yellow police badge and the words "Ministry of Public Security"...
During the investigation, Phuong admitted that she had made the above documents herself by copying the template online, saving it to her home computer, adding her photo to the template, and printing it out with a color printer. Phuong admitted that she had been making fake police identification cards and the above documents since 2014 just to show off to her friends.
At the same time, the police searched Phuong's workplace in Tan Binh district and his home in Cu Chi district, temporarily seizing some evidence and a tear gas gun of the same type as the one Phuong used and surrendered it to the police.
