On February 25, the Investigation Police Agency of Tuong Duong District Police announced that the unit had just issued a decision to prosecute the case, prosecute the accused and temporarily detain Luong Van Kham (born in 1987), residing in Hong Tien village, Chieu Luu commune, Ky Son district and Vi Thi Ly (born in 1973), residing in Na Khom village, Yen Na commune, Tuong Duong district for the crime of Human trafficking.

According to the documents provided by the Investigation Agency, Luong Van Kham's mother is currently living in China. During her stay, this woman realized that some Chinese men wanted to find Vietnamese women to buy as wives, so she called Kham and told him to find someone to bring to China to sell. If she found someone, she would give Kham 20,000 yuan (equivalent to 60 million Vietnamese Dong).

Seeing the large amount of money, and because they had known each other before, Kham immediately contacted Vi Thi Ly and made a deal: If she could find someone to take her to China to sell, Ly would receive 20 million VND, and Kham would receive 40 million VND.

Understanding Ms. Q.'s desire to find a job, in mid-2014, Vi Thi Ly immediately approached and used sweet words to entice and trick Ms. Q. into believing that a company in China was recruiting workers with high salaries. Trusting the woman in the same commune, Ms. Q. agreed to go to China to work, but in reality, Luong Van Kham and Vi Thi Ly took her to China to be sold by Kham's mother for 25,000 yuan (equivalent to 70 million VND).

Here, due to language barriers and having to be the wife of a strange man, Ms. Q.'s life as a daughter-in-law in a foreign land was filled with days of frustration and torment because she missed home and her loved ones... After giving birth to two children, Ms. Q. gradually gained more trust from her husband and his family, and was allowed to go out and go to the market... In early 2018, taking advantage of a loophole from her husband's family, Ms. Q. fled back to Vietnam.

After the persistent propaganda, dissemination of the law and mobilization by the Tuong Duong District Police, Ms. Q. realized that she had been sold abroad by bad people and provided information about Vi Thi Ly and the strange man. However, because it had been a long time since she was sold to China, Ms. Q. could no longer remember the details of the strange man to identify him. From the little information provided by the victim Q., the Tuong Duong District Police followed every smallest detail, verified, and built a portrait of the suspect, Luong Van Kham.

After a period of monitoring the subject's every move, at the end of January 2019, after receiving news that Luong Van Kham had just returned home after a long trip to China to visit relatives, 3 reconnaissance teams ambushed around his house in Hong Tien village, Chieu Luu commune and raided to control and successfully arrest the subject.

Also during this time, another reconnaissance team successfully arrested Vi Thi Ly when she had just returned home after a long time hiding in a field deep in the forest.
