Regarding the gathering of a large number of people in Sam Son town to file a complaint from February 26 to March 3, the Thanh Hoa Provincial Police Department has initiated a case of "Disturbing public order" under Article 245 of the Penal Code.

Accordingly, from February 26 to March 3, hundreds of people from localities such as Quang Cu commune, Trung Son ward, Truong Son ward, Bac Son ward (Sam Son town - Thanh Hoa) went to the gate of the provincial People's Committee headquarters to file a complaint about the relocation of boats and the handover of land to the investor, FLC Group, to implement the construction of items of the East Coastal Tourism Space Project on Ho Xuan Huong Street, Sam Son town, which has been approved by the Thanh Hoa Provincial People's Committee.

To solve the problem, on March 1, the Provincial People's Committee issued Decision No. 705 on promulgating mechanisms and policies to support affected fishermen, but people did not agree and continued to gather in large numbers.

According to the investigation agency, the act of gathering a large number of people for many days has hindered the normal operation of state agencies, negatively affecting security and order in Thanh Hoa city. In particular, many extremists have provoked, pushed the security fence, brought objects to knock, shout and cause chaos, insult and offend the task force.
