Prosecution of former Chairman of Binh Thuan Provincial People's Committee and 4 subordinates
On May 3, 2021, the Ministry of Public Security's Investigation Police Agency implemented Decision No. 18 and 19 of the Head of the Ministry of Public Security's Investigation Police Agency on assigning the handling of information sources on crimes at 09 land projects and commercial housing development investment projects in Binh Thuan province with signs of violating the law.
During the verification and investigation process, on February 10, 2022, the Ministry of Public Security's Investigation Police Agency issued Decision No. 08/QD-VPCQCSDT to prosecute the criminal case; Decision No. 39, 40, 41, 42, 43/QD-VPCQCSDT to prosecute the accused; Order to arrest the accused for temporary detention No. 11, 12, 13, 14, 15/LB-VPCQCSDT against the following 05 accused:

1. Nguyen Ngoc Hai, born on December 31, 1962, former Chairman of the People's Committee of Binh Thuan province; Permanent residence and current residence: Hung Vuong street, ward 14, Phu Thuy ward, Phan Thiet city, Binh Thuan province.
2. Luong Van Hai, born on September 1, 1960, former Vice Chairman of the People's Committee of Binh Thuan province; Permanent residence and current residence: Thu Khoa Huan street, Phu Thuy ward, Phan Thiet city, Binh Thuan province.
3. Ho Lam, born on October 10, 1960, former Director of the Department of Natural Resources and Environment of Binh Thuan province; Permanent residence and current residence: Vo Chi Cong street, group 20, quarter 2, Xuan An ward, Phan Thiet city, Binh Thuan province.

4. Le Nguyen Thanh Danh, born on July 20, 1980, former Deputy Director of the Department of Natural Resources and Environment of Binh Thuan province; Permanent residence and current residence: Thu Khoa Huan street, Phu Thuy ward, Phan Thiet city, Binh Thuan province.
5. Ngo Hieu Toan, born on December 4, 1977, Deputy Director of the Department of Finance of Binh Thuan province. Permanent residence and current residence: Pham Hung Street, Phu Hai Ward, Phan Thiet City, Binh Thuan Province.
All 5 defendants were prosecuted for the crime of "Violating regulations on management and use of State assets causing loss and waste", stipulated in Clause 3, Article 219, Penal Code 2015, occurring at Tan Viet Phat 2 Commercial Service and Residential Area Project (3 land lots No. 18, 19, 20), belonging to the land fund on both sides of Road 706B (now Vo Nguyen Giap and Nguyen Thong streets), Phu Hai ward, Phan Thiet city, Binh Thuan province.
After the Supreme People's Procuracy (Department 5) approved, on February 10, 2022, the Ministry of Public Security's Investigation Police Agency implemented the above Decisions and Orders to conduct the investigation in accordance with the provisions of law.
