Prosecution of the case of cheating on national high school exam scores in Son La

The Investigation Security Agency of Son La Provincial Police has decided to prosecute the criminal case of "Abusing position and power while performing official duties" after determining that there were signs of crime in the 2018 National High School Exam in this province.

Previously, when social networks and the press reported unusually high exam scores in Son La, on July 19, the Ministry of Education and Training established a working group with the participation of representatives from the Ministry of Public Security to conduct an inspection.

Initial results determined that there was interference, editing, and erasure to increase the candidates' scores. The inspection team discovered that the test image data stored in Son La had "disappeared". The authorities have proceeded to restore this data.

Authorities have identified a number of individuals who altered the original exam papers before scanning them and sending them to the Ministry of Education and Training. These individuals are related to the Examination Council of the 2018 National High School Exam in Son La.

They are: Mr. Tran Xuan Yen, Deputy Director of Son La Department of Education and Training, Member of the Examination Steering Committee, Vice Chairman of the Examination Council, Permanent Deputy Head of the Examination Board, Head of the Multiple-choice Examination Board; Ms. Nguyen Thi Hong Nga, Specialist of the Examination and Quality Management Department, Son La Department of Education and Training, Secretary of the Examination Steering Committee, Member of the Multiple-choice Examination Board; Ms. Cam Thi Bun Son, Deputy Head of the Political and Ideological Department, Member of the Multiple-choice Examination Board; Mr. Dang Huu Thuy, Vice Principal of To Hieu High School, Member of the Multiple-choice Examination Board; Mr. Lo Van Huynh, Deputy Head of the Examination and Quality Management Department, Son La Department of Education and Training, Member of the Steering Committee, Member of the Examination Council, Head of the Secretariat.

The Ministry's assessment results announced immediately afterwards showed that the total number of Literature exams with scores higher than the actual scores was 42.

There are 30 papers with a minimum difference of 0.5 points; 12 papers with a difference of 1 point or more, of which 1 paper has a difference of 4.5 points (the score announced on July 11 was 8.5 while the assessment score was 4); another paper has a difference of 3 points (the announced score was 8, the assessment score was 5).

Regarding the results of the Literature exam score review, there were 16 candidates whose scores on the exam papers were different from the scores announced by the Examination Council of the Department of Education and Training of Son La province on July 11. Notably, in this list, there were some candidates who were “mistakenly” given more than 1 point.

At the request of the working group verifying exam results of the Ministry of Education and Training in Son La, the assessment and review results of the working group are considered the official exam scores. These results are used to consider high school graduation and serve as the basis for graduation and university admission.
