On March 3, the Ministry of Education and Training issued a notice noting a number of issues related to organizing competitions for excellent teachers at all levels of general education and continuing education.

Accordingly, implementing Circular No. 21/2010/TT-BGDDT dated July 20, 2010 of the Ministry of Education and Training on promulgating the Regulations on the Competition for Excellent Teachers at all levels of general education and continuing education, the Departments of Education and Training have directed and organized the Competition for Excellent Teachers at all levels; Contributing to the implementation of emulation movements in schools, encouraging, motivating, creating opportunities for teachers and managers of educational institutions to exchange, learn and be creative. The Competition also provides information for the Departments of Education and Training to grasp the situation of the team's capacity, as a basis for developing training and fostering plans to improve the qualifications and professional capacity of teachers, meeting the requirements of innovation in general education.

However, the organization of the contest by some units and localities has revealed some limitations and negative aspects, causing frustration for some teachers and schools. To ensure that the contest for excellent teachers at all levels of general education and continuing education is effective and practical, the Ministry of Education and Training would like to remind the departments of education and training of the following issues:

Strengthen the direction of organizing competitions for excellent teachers at all levels, ensuring that the competitions are carried out in accordance with Circular No. 21/2010/TT-BGDDT dated July 20, 2010 of the Ministry of Education and Training promulgating the Regulations on Competitions for Excellent Teachers at all levels of general education and continuing education.

Participation in competitions for excellent teachers at all levels is voluntary. Teachers must not be forced to participate and pressure must not be created on teachers to achieve results for the school in any form.

Contestant teachers are not allowed to practice teaching or teach with students in advance; are not allowed to “suggest lessons” to students in advance; when teaching, the number of students in the class must remain the same. It is necessary to use the results of the contest to spread, motivate and inspire teachers to strive to improve their careers and compete to teach well. At the same time, it is necessary to do a good job of propaganda so that teachers and educational administrators as well as the whole society understand and agree with the organization of the contest for excellent teachers.

In organizing the competition for excellent teachers, it is necessary to carefully study the professional title standards for teachers of all grades according to each level of education to orient the construction of appropriate competition content.

The Ministry of Education and Training requests that the Departments of Education and Training provide comments on adjusting the content of Circular No. 21/2010/TT-BGDDT dated July 20, 2010 of the Ministry of Education and Training promulgating the Regulations on the Competition for Excellent Teachers at all levels of general education and continuing education so that the Ministry can receive comments, consider and adjust the regulations in the Regulations on the Competition for Excellent Teachers at all levels of general education and continuing education to be more suitable and effective with the actual situation.
