Do not give vehicles to students who are not old enough to drive vehicles.
(Baonghean.vn) - Not giving vehicles to students who are not old enough to drive is one of the contents that need to be promoted to prevent students from violating the Traffic Law. In addition, the Provincial Traffic Safety Committee issued Plan No. 228/KH-ATGT dated August 29, 2022 on implementing propaganda activities "Peak month of traffic safety for students going to school - September 2022" will also update many other contents that need to be disseminated to each student.
Strengthen propaganda activities
On the opening day of the new school year 2022 - 2023, Road Traffic Police Team No. 1, Traffic Police Department (Provincial Police) arranged many working groups to schools located along National Highways 48 and 48D to regulate traffic, ensure order, smooth traffic safety, and safety for students going to school for the opening ceremony. At the same time, the team sent officers to schools to propagate laws on traffic order and safety.
At Dong Hieu Secondary School, students were informed by the Traffic Police about the basic contents of the law.Traffic LawRoad, focusing on traffic participation skills such as: Traffic signs and signals; legal knowledge on road traffic safety; traffic safety risks and preventive measures... Nguyen Van Hai, an 8th grade student said: "Basically, we all know the regulations, but there are times when we do not voluntarily comply, leading to violations. Therefore, in my opinion, propaganda and reminders are very necessary."

Captain Vo Anh Hao - an officer of the Road Traffic Police Team No. 1 also said: "This is an activity to contribute to raising awareness of the law in general and traffic law in particular, thereby forming a sense of self-consciousness in compliance with the law for each student when participating in traffic, contributing to creating an orderly and safe traffic environment, which is the basis for gradually forming a "traffic culture". In the coming time, the Team will continue to coordinate with the Board of Directors of schools to promote propaganda, dissemination and education of traffic safety laws for students in many forms, integrated into extracurricular activities..."

Similarly, Captain Han Quoc Huy - Deputy Captain of the Traffic Police - Order Team of Vinh City Police said: "On the basis of implementing the additional model of "Traffic Safety School Gate", starting from September 12, the team will coordinate with schools to organize propaganda sessions, instructing students on safe traffic skills to raise awareness as well as sense of law compliance. At the same time, through that, students will be propagandists to friends, family and relatives".
Need coordination control and handling
According to the authorities, it is very necessary to propagate and raise awareness of law compliance for each student when participating in traffic. Because although there are no specific statistics on the number of traffic accidents involving students, according to local police, the situation of students violating the Traffic Law is still high. In particular, there is a situation of high school students, even middle school students using motorbikes over 50 cm.3to participate in traffic. Many children drive vehicles without helmets, carry 3 people, speed, drive abreast...
For example, recently, at around 11:30 p.m. on August 28, Que Phong District Police received a report from the public that a group of young people riding motorbikes gathered to cheer on racing, doing wheelies, weaving, and causing traffic insecurity, security, and disorder on National Highway 16 in Kim Son town. Using professional investigation and verification measures, on the morning of August 29, the Traffic Police Team invited 10 subjects, mostly students, residing in Muong Noc, Chau Kim, Thong Thu, and Cam Muon communes, Kim Son town, to the police headquarters to clarify the incident. Here, the subjects admitted to their wrongdoings. The authorities also handled administrative violations for the offense of handing over vehicles to minors; temporarily detained 4 motorbikes and 4 knives, swords, and pipes.
The Traffic Police - Public Order of Vinh City Police also said: Along with coordinating with local schools to organize propaganda on Traffic Laws at the beginning of the school year, in handling work, the city's Traffic Police also coordinate with parents to educate children. Since the beginning of the year, they have coordinated to handle 10 violations.
On the school side, many teachers said that although the school strictly prohibits students from riding motorbikes over 50 cm3, but in reality, there are still students who use motorbikes to get around. Similarly, students not wearing helmets, running red lights... are also very difficult to control, because there are students who enter and exit the school gate still wearing helmets but then take them off. On the other hand, if in the past the authorities also sent notices to students who violated the Traffic Law to the school to have deterrent and educational measures, but now due to many objections and disagreements from parents and students, this issue has stopped since last year, so it is also very difficult.

Mr. Phan Huy Chuong - Deputy Head of the Specialized Committee, Provincial Traffic Safety Committee said: To contribute to creating positive changes in the awareness and actions of each person, especially students in building traffic culture, on August 29, the Provincial Traffic Safety Committee issued Plan No. 228/KH-ATGT on Deploying propaganda activities "Peak month of traffic safety for students going to school - September 2022".
Specifically, in September, the Provincial Traffic Safety Committee will organize many activities such as: Propagating "Traffic safety for students going to school" at Le Hong Phong High School (Hung Nguyen), Le Viet Thuat High School (Vinh City), Cua Lo High School (Cua Lo Town); Program "Youth and teenagers build a culture of safe traffic" in 2022 in Tan Ky district; Program "Strengthening the assurance of order and safety of railway traffic" in 2022 in Dien Chau...

Accordingly, the Provincial Traffic Safety Committee will coordinate with the Provincial Police, the Department of Education and Training, the Provincial Youth Union, the Traffic Safety Committees of districts, cities, towns and related agencies and units to develop a propaganda script including skits on traffic safety, promote safe traffic participation skills and organize driving tests... Along with that, organize the signing of a commitment between the school, family and students on strictly complying with the law on traffic safety order during the peak month of traffic safety for students going to school.
It can be seen that the situation of students violating the Traffic Law is due to the low awareness of students, not fully aware of the Road Traffic Law, while schools find it difficult to manage and control their behavior outside of school hours. Therefore, in addition to increasing inspection and handling by the authorities, it is necessary to diversify propaganda work, especially through vivid visual models to raise students' awareness, thereby complying with the regulations on the Traffic Law. In addition, parents also need to increase control over their children, absolutely do not give them vehicles for any reason when they are not old enough to drive.
