Many people are afraid of meeting people who talk too much, reading documents or newspapers with long articles. They choose the necessary parts to read, and skip over the unnecessary parts. If delegates talk too much, there are people responsible for "intervening", and if high-ranking people talk too much, they have no choice but to sit and wait for the time to end or "hang up on the phone"!

In the 4.0 era, speaking and writing concisely, sufficiently, accurately, attractively and practically is a requirement for officials, especially leaders. Speaking at length, the more information is given, the more attractive it is; writing at length, the more in-depth it is written, without excess; being concise but sufficient demonstrates extensive knowledge, experience, ability, skillful methods and a serious preparation process. Listeners and readers thus expand their information, raise their awareness, are inspired, energized, and are truly beneficial.
In short, write concisely but enough. Just because it is short but "cuts the frog off", missing the beginning and the end is a failure. If it is detailed and complete but "bare bones", lacking logic,... impractical, not attractive, people do not want to listen, get bored reading, it is also a failure!
In reality, at some conferences, there are people - especially leaders, who, when speaking, almost do not care about time, and do not even care whether they are being listened to or not. There are people who "talk at random", say whatever they remember, lack preparation, general content, lack focus, key points, call out nonsense, talk over and over again,... listeners only sit because of responsibility, out of respect, in reality "one ear goes in one ear and the other out the other". Similarly, there are articles that are "formulaic", "top evidence, bottom article", "old ways" that are boring, very few people read and lack influence. It is sad to speak but people do not want to listen, to write but people do not want to read.
Uncle Ho once taught: Who to write for? What to write? What to write for? How to write? He also criticized: Talking too much commits three shortcomings: Ignorance, not being able to speak concisely - Being ignorant but thinking others are as ignorant as you - Wasting many people's time!
In the activities and life of a cadre, there are many contents and qualities that must be possessed. Learning and practicing to write and speak correctly, concisely and practically is something that needs to be paid attention to.
