Entering the meeting, voters from Chau Nga, Chau Hoi and Chau Binh communes enthusiastically participated in giving opinions and reflecting on issues arising from the grassroots.

Voter Loc Van Yen, Chau Nga commune, said that for generations, local people have lived in the forest area but have no land for production. Meanwhile, next door is Co Ba Forestry Farm, which is managing thousands of hectares of forest. Voter Loc Van Yen asked National Assembly delegates and departments and branches to pay attention to solving the problem of land for production for the people, and to speed up the division of land from the forest farm to households for management and production. Voter Loc Van Yen also asked the State to have policies and regimes for people who have worked for many years, and cadres who have worked at the grassroots level for a long time, to retire without any regime.

The representative of voters in village 32, Chau Binh commune, said that the village currently has 250 households with 900 people, living on agriculture but only has 3.6 hectares of agricultural land, this area was later cut by 1.6 hectares to build infrastructure and roads. Therefore, the people's hardship became even more miserable. Recently, the State had a policy to cut a part of the forest land of Co Ba Forestry to grant to residential areas including village 32, but it has not been implemented yet.

Voters in Lau 1 village, Chau Binh commune reflected that the current policy of the district and commune is to promote the implementation of the new rural program, but in reality it is very difficult to implement. Because people live on agriculture and forestry products but do not have land or forest for production, have no source of income, and the poverty rate is high.

Continuing to reflect on the issues of production forest land, the representative of Chau Hoi commune voters said that the State needs to hand over forest land in Khe Ban area to the people. This forest area was previously assigned to district and commune leaders, but has now been reclaimed, so it needs to be handed over to the people soon so that they can have a livelihood.

Voter Thai Doan Sinh - Head of Hoa Binh village, Chau Binh commune said that Hoa Binh village is mainly inhabited by households from the lowlands who came to Quy Chau to build a new economic zone. Up to now, 100% of the households' agricultural land has been confiscated to serve the Mong village irrigation project. Voter Sinh also reported that people no longer have land for production, and the compensation price is too low, so they cannot stabilize their lives.

According to some voters' opinions, people's land recovered to serve the Mong village irrigation project will only be compensated at the rate of 700,000 VND/m2.2This level is too low compared to reality.

Explaining to voters about the land and production forest policy, Mr. Nguyen Tien Lam - Deputy Director of the Department of Agriculture and Rural Development received people's opinions. The Deputy Director of the Department of Agriculture and Rural Development also said that land allocation to people must be linked with forest allocation to stabilize their lives. Mr. Nguyen Tien Lam affirmed that currently, land allocation associated with forest allocation is facing many difficulties, up to this point, the whole province has only allocated 2,000 hectares out of a total of about 400,000 hectares.

According to Mr. Lam, the biggest difficulty in this work is funding. To allocate all 400,000 hectares of forest land to the people, an amount of money of about 300 billion VND is needed. Therefore, in the steps of land allocation associated with forest allocation, the participation and contribution of the people is needed for the policy to be implemented effectively.

The Ban Mong irrigation project is a multi-functional project, so it involves and involves many sectors, in which the investor is the Ministry of Agriculture and Rural Development. Regarding the compensation price for site clearance, Mr. Nguyen Tien Lam affirmed that the compensation for the Ban Mong irrigation project has only one price from the State, not two compensation prices as voters reflected.

To further explain to voters about the land and forest allocation policy, Mr. Ngo Duc Thuan - Chairman of the People's Committee of Quy Chau district cited Resolution 30 of the Politburo and Circular 118 of the Government on continuing to reorganize, innovate and develop, and improve the operational efficiency of agricultural and forestry companies. Accordingly, the policy stipulates that forest land areas in remote areas where forestry farms cannot produce will be allocated to local people. The head of the People's Committee of Quy Chau district also said that the province has a policy of cutting off parts of the areas of Co Ba Forest Farm and Quy Chau Forest Farm to assign to households for management, and the district will try to implement it as soon as possible. Mr. Thuan also explained to voters about some issues regarding technical infrastructure and traffic in the area.

Sharing the thoughts and aspirations of the people of Quy Chau district, the Head of the Provincial National Assembly Delegation affirmed that a very noteworthy reality is that the mountainous people, living in the middle of the forest, do not have land for production and cultivation. The Provincial Party Secretary emphasized that people living near the forest have 2 options to stabilize their livelihoods: if there is a production forest, they can produce, if there is no production forest, they can receive protection and conservation. However, the reality is making it difficult for people, the head of Nghe An Provincial Party Committee shared the difficulties that the people of Quy Chau are experiencing.

A large number of voters from the three communes of Chau Hoi, Chau Binh and Chau Nga attended the meeting.

Regarding the forest management of farms and forestry farms in the area, delegate Nguyen Dac Vinh emphasized that farms and forestry farms are built by the State and the people, so when the production needs of the people are higher and more practical, it must be given to the people. Provincial Party Secretary Nguyen Dac Vinh also requested the Department of Agriculture and Rural Development and Quy Chau district to review the forest management of farms and forestry farms, on that basis, prioritize land allocation to poor households to ensure a minimum living standard for the people. And the Provincial Party Secretary also affirmed that it is impossible to hand over land to the people where farms and forestry farms cannot produce.

Regarding issues of technical infrastructure, traffic, power grid and resettlement of the Mong village irrigation project, the Provincial Party Secretary received voters' opinions and directed departments and branches to soon have solutions to meet the people's legitimate aspirations.
