The Party encourages and protects cadres to practice the “6 dares”. These are dare to think, dare to do, dare to speak, dare to take responsibility, dare to break through, dare to be creative and dare to confront.

In reality, cadres at all levels in many places still have a mentality of waiting and relying on others, not daring to make decisions or act, and their dynamism and creativity are still limited.

The groups of solutions on building a socialist rule-of-law state stated in the Documents and Resolutions of the 13th National Congress emphasize the solution of the Party encouraging and protecting cadres to implement the “6 dares”. That is, dare to think, dare to do, dare to speak, dare to take responsibility, dare to break through, be creative and dare to confront. This is an important highlight, creating conditions for cadres to innovate, be creative, make breakthroughs, and act decisively for the common good. The question is what to do to really promote effectiveness in real life?

Mechanisms and policies always lag behind practice.

Many experts say that the Documents and Resolution of the 13th Party Congress raise the issue of a mechanism to protect cadres who dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and are determined in acting for the common good. This is a very new content and a highlight of the 13th National Party Congress.

Prof. Dr. Phung Huu Phu, Permanent Vice Chairman of the Central Theoretical Council, affirmed that the proposal to have a mechanism for cadres to "dare 6" is a very new point. Our policy mechanism is often behind the development of reality, there are practical problems that have appeared but the policy mechanism is still not commensurate. Cadres, especially leading cadres, want to do things to solve new requirements but are stuck in the policy mechanism. Therefore, the most certain way is not to do things, then there will be no shortcomings.

"Therefore, this time we must recognize that limitation and overcome it so that cadres dare to do, dare to think, dare to innovate and create," emphasized Professor, Dr. Phung Huu Phu.

Mr. Do Duc Duy, Secretary of Yen Bai Provincial Party Committee, affirmed that the Resolution of the 13th National Party Congress raised the issue of having a mechanism to protect those who dare to think, dare to do, dare to take common responsibility for the development of the locality and the country, which will make cadres who are truly for the Party and the people confident and steadfast when solving practical problems in the most effective and fastest way.

“With this policy of the Party Central Committee, local leaders will be more confident and steadfast in daring to think, dare to do, dare to take responsibility, and dare to boldly innovate for the development goals of the locality as well as the country,” said Mr. Do Duc Duy.

Promote individual responsibility

In reality, cadres at all levels in many places still have a mentality of waiting, relying, not daring to decide, not daring to act, and limited dynamism and creativity. The Resolution of the 13th National Party Congress has opened the way and created motivation for cadres with aspirations to rise up and develop. However, in order for these highlights to be consistent with the Party's will and the people's will to come into life, it is necessary to clarify the contents and tasks to be done to fully protect the "6 dares" cadres, including clarifying individual and collective responsibilities to avoid the situation of "hiding" in the collective for safety.

Associate Professor Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, said that this is the Party's commitment to protecting and encouraging cadres. It also means that the Party acknowledges the fact that those who dare to think, dare to do, and truly innovate are not well protected.

Therefore, according to Mr. Tran Dinh Thien, when implementing the resolution, it is necessary to clarify and dissect why in the past, cadres who dared to think and act were not fully protected. Now, to fully protect them, what needs to be done, how to separate collective and individual responsibilities. Otherwise, people will "hide" behind collective responsibilities so that they do nothing, do not take responsibility, and do not want to act. At that time, those who are enthusiastic about innovation will touch the interests of those who "cover their ears and hide their hats", just eat into the collective for safety. What needs to be done is to further promote the mechanism of individual responsibility, and party members must take personal responsibility.

According to Party Central Committee member and Thanh Hoa Provincial Party Secretary Do Trong Hung, in order for the Resolution of the 13th National Congress to come into effect, first of all, central agencies need to urgently develop and promulgate clear regulations, assess the essence of what it means for cadres to dare to think, dare to speak, dare to do, dare to innovate, dare to face challenges; and set out regulations to prevent cadres from daring to do things but doing them against policies, for some personal purpose.

“We must have a mechanism to protect cadres and the Central Committee needs to have regulations on this issue. Of course, this requires close assessment of cadres who dare to think, dare to speak, dare to act for the common good, the common interest, then they need to be protected. You dare to do but do it wrongly, do it wrongly, that is against the charter and regulations, that is not allowed,” Mr. Hung emphasized.

In the documents of the 13th Congress, it is affirmed that we will continue to build and synchronously implement the socialist-oriented market economic institutional system in the process of innovation. It is inevitable that there will be shortcomings in the policy mechanism and problems occurring in real life that the legal policy mechanism system has not yet adjusted and supplemented in a timely manner. There will be very specific and practical regulations to protect dedicated and responsible cadres who are devoted to the country and the people. However, each party member and cadre, especially the leader, must truly renew their thinking, truly devote themselves to the common development and have the courage to create breakthroughs that can break barriers when reality requires./.
