Proposal to issue specific mechanisms and policies for Nam Dan

On the morning of May 27, the Provincial People's Council's Supervisory Delegation led by Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Council had a working session with Nam Dan district on the implementation of the Provincial People's Council's Resolutions on mechanisms and policies for socio-economic development in the province in Nam Dan district.

Difficult to implement policy

Implementing the Resolutions of the Provincial People's Council, Nam Dan district has 13 relevant resolutions, applied in practice.

In particular, the directions, goals, targets, tasks and breakthrough solutions have been issued by the Provincial People's Council with specific mechanisms in Resolution 307/2010/NQ-HDND on a number of policies and mechanisms to support Nam Dan district in socio-economic development until 2020.

According to the assessment of Nam Dan district, the above Resolutions have made the infrastructure system increasingly synchronous, industrial establishments have gone into stable production and development; many mechanisms, policies and plans of the district have been approved and are feasible, the quality of human resources has been gradually improved.

However, local feedback shows that some policies of the Provincial People's Council Resolution have come into effect but still face difficulties in the implementation process.

For example, implementing Resolution No. 71/2012-HDND on promulgating policies and mechanisms to support the construction of a number of cultural and sports institutions at the grassroots level in Nghe An province until 2020, the units benefited little, disbursed slowly, and the support budget compared to the total investment of the project, the implementation model was too low, making it very difficult to implement.

Or, in implementing Resolution No. 14/2017/NQ-UBND on a number of policies to support agricultural and rural development in Nghe An province, the implementation process in Nam Dan has only implemented 12/28 policies,...

Citing the categories in the implementation of agricultural development policies of the Provincial People's Council, Chairman of Nam Dan District People's Committee Dinh Xuan Que said that 12/28 of Nam Dan's agricultural development support policies have been and are being implemented, but there are problems with mechanisms and scale.

"In reality, many policies encounter many shortcomings and are difficult to implement. The province's support policies should be at a higher level and reduce procedures, especially difficulties in payment procedures. The province needs to be more "open" in the procedures for implementing policies," said Mr. Que.

Special mechanisms and policies for Nam Dan

Working with the monitoring delegation, Nam Dan district proposed that the Provincial People's Council, when issuing the Resolution, should balance resources and implementation scale so that the policy can be put into practice.

Implementing the policy of merging hamlets, the scale is much larger, so all the current hamlet and block cultural houses need to be rebuilt on a large scale, so it is recommended that the Provincial People's Council - People's Committee support hamlets and blocks with some funds to build cultural houses.

Nam Dan is one of four districts nationwide chosen as a model for building new rural districts nationwide, but has not yet benefited from special policies for building model new rural districts.

"In the coming time, the Provincial People's Council is requested to continue to issue a number of specific mechanisms and policies to support Nam Dan district in socio-economic development until 2030 to continue building Nam Dan district into a model new rural district" - Chairman of Nam Dan District People's Committee Dinh Xuan Que proposed.

Concluding the meeting, comrade Hoang Viet Duong acknowledged and highly appreciated Nam Dan's results in exploiting resources to implement the Resolutions of the Provincial People's Council.

Vice Chairman of the Provincial People's Council Hoang Viet Duong requested Nam Dan district to coordinate with all levels to exploit and manage well the preferential policies for Nam Dan that have been approved by superiors.

The district needs to review, evaluate and summarize the results of the implementation of the Resolutions in order to make proposals to the province, especially the proposal that the province needs to continue to have specific mechanisms and policies for Nam Dan; promptly propose the Provincial Party Committee, People's Council and Provincial People's Committee to promptly adjust, supplement and change Resolution 307/2010/NQ-HDND on a number of mechanisms and policies to support Nam Dan district in socio-economic development until 2030.

In particular, the province needs to support planning costs for Nam Dan; continue to prioritize Nam Dan to enjoy 100% of land use fees for infrastructure construction and new rural construction; prioritize public investment norms for Nam Dan district...
