Disciplinary warning for Deputy Head of Provincial Party Committee's Mass Mobilization Commission
The Provincial Party Committee's Inspection Commission has just issued a disciplinary warning to the Deputy Head of the Provincial Party Committee's Mass Mobilization Commission, during his tenure as Chairman of the District People's Committee.
The Central Inspection Commission's website reported on February 12: On February 7, the Quang Ngai Provincial Party Committee's Inspection Commission decided to discipline Mr. Tran Ngoc Nguyen, former Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ly Son District, term 2011-2016, now Secretary of the Party Cell, Deputy Head of the Provincial Party Committee's Mass Mobilization Commission, with a warning.
From 2013 to October 2015, in his position as Deputy Secretary of the District Party Committee and Chairman of the People's Committee of Ly Son District, Mr. Nguyen had shortcomings and violations: Loose management of land, construction and investment in a number of projects in the district, allowing violations such as: allowing the People's Committees of An Hai and An Vinh communes to lease land beyond their authority to 22 households, leasing land for 2 projects, extending land lease terms for 8 households, changing land use purposes in 26 cases (of which 7 cases were directly signed) and leasing land in 1 case not in accordance with State regulations; allowing the District Investment and Construction Project Management Board to commit violations in investment management of a number of projects at the stages of project establishment and implementation, increasing the settlement value.
On the same day, the Quang Ngai Provincial Party Committee's Inspection Commission decided to discipline the following women: Pham Thi Huong, member of the Standing Committee of the District Party Committee, Vice Chairwoman of the People's Committee of Ly Son District, term 2011-2016; and Cu Thi Thanh Mai, former Deputy Director of the Department of Labor, War Invalids and Social Affairs of Quang Ngai Province.
From 2013 to 2016, Ms. Huong advised on the approval of land use plans for 11 projects, changed land use purposes in 33 cases (of which she directly signed 23 cases), and leased land for 2 projects in violation of the law; did not submit to the Provincial People's Committee for decision on investment policies for 3 projects as prescribed; increased the time and land lease area of 3 projects in violation of the policy of the Standing Committee of the Ly Son District Party Committee.
In addition, Ms. Huong did not direct the timely inspection and handling of 43 illegal and unlicensed construction works; lacked direction and inspection of the People's Committees of communes in the management of public land; signed a document to implement a project while the Provincial People's Committee had not yet approved the investment and signed a decision to extend the land lease period for 8 households in violation of regulations; signed on behalf of the Chairman of the District People's Committee to agree with the Commune People's Committee to lease land to 22 households beyond its authority.
From 2012 to 2014, as Deputy Director of the Department of Labor, War Invalids and Social Affairs of the province, directly in charge of vocational training for rural workers, Ms. Mai signed vocational training contracts with 4 vocational training units that were not in accordance with regulations. Lack of inspection and supervision led to 6 vocational training units committing violations in enrollment; 18 vocational training units issuing vocational certificates not in accordance with regulations and 22 vocational training units disbursing funds in violation of State regulations./.
