Disciplined more than 30 officials using fake degrees to get promoted
Dak Nong province has discovered and handled more than 30 cases of officials using fake diplomas to legalize their records for appointment.
A series of officials lost their jobs due to... fake degrees.
In early November 2017, the Standing Committee of Gia Nghia City Party Committee decided to discipline Mr. Pham Van Chung (Vice Chairman of Nghia Duc Ward People's Committee) by removing him from all Party positions for using a fake diploma.

Based on the people's feedback, the Gia Nghia City Party Committee's Inspection Commission verified and discovered that Mr. Chung had someone make a high school diploma and a secondary school transcript to legalize his civil servant and cadre records. After that, this Vice Chairman attended a political theory class and a law university.
In addition to handling the Party, Gia Nghia Town Party Committee also proposed that the Town People's Committee take administrative disciplinary action by removing Mr. Chung from the position of Vice Chairman of the Ward People's Committee.
Also in early November, Dak R'lap District Party Committee issued a disciplinary decision in the form of removing Mr. Hoang Xuan Quy (Deputy Party Secretary, Chairman of Dak Sin Commune People's Committee) from all positions in the Party.
The inspection process discovered that Mr. Quy used two invalid high school diplomas to legalize his application for advanced study and political theory. From there, Mr. Quy was planned and appointed to positions in the Party and government of Dak Sin commune.

Also in Dak R'lap district, in May 2017, the Standing Committee of Dak Nong Provincial Party Committee issued a decision to remove all positions of Mr. Mai Xuan Sang (Member of the Executive Committee of Dak R'lap District Party Committee, Deputy Secretary, Chairman of Kien Thanh Commune People's Committee) for using an illegal high school diploma and dishonestly declaring his civil servant profile.
According to the verification results of the Dak Nong Provincial Party Committee's Inspection Commission, Mr. Sang did not pass the high school graduation exam but used the high school diploma of a person named Mai Xuan Sang; Mr. Sang then added the acute accent to the word Sang on the diploma to make his name Sang. Mr. Sang used this illegal high school diploma to legalize his civil servant profile as a leader of Kien Thanh commune.
Similarly, in Dak G'long district, the Standing Committee of the District Party Committee also disciplined Mr. Ngo Anh Sang (Vice Chairman of the People's Committee of Quang Son commune) by removing him from all positions in the Party. Mr. Sang was determined to have illegally used his supplementary high school diploma.
Mr. Sang enrolled and received his degree in Ho Chi Minh City, but when the authorities checked, his name was not on the list. Currently, the Dak G'long District People's Committee is completing the procedures to discipline and remove Mr. Sang from his position as Vice Chairman.

Fake diploma discovered by citizen report
Mr. Ngo Xuan Loc - Chief of Office of Dak Nong Provincial People's Committee said that up to now, the province's functional agencies have discovered and handled more than 30 cases of officials using fake diplomas.
According to Mr. Loc, civil servant qualifications are part of the civil servant management profile.
Investigation and detection of officials using fake degrees must be handled immediately, not waiting for appointment. However, currently, the discovery of officials using fake degrees is mostly due to denunciations from the masses.
According to Mr. Truong Cong Hung - Head of the Dak Nong Provincial Party Committee's Organization Board, in terms of the Party, the Provincial Party Committee's Organization Board manages and inspects the appointment of officials.
Accordingly, the Organizing Committee will require units to self-check the work of cadres from appointment, transfer, planning. During this process, any unit that discovers or receives a petition will be verified and disciplinary action will be taken against the cadre.
However, according to Mr. Hung, it is quite difficult to detect officials using fake or illegal degrees. Only when there is a complaint and the authorities check with the unit that issued the degree will they discover that the official did not study.
"The use of fake diplomas without qualifications or qualifications by officials will affect the quality of leadership and the government," said Mr. Hung.
