(Baonghean) - That is one of the key goals that Ky Son district focuses on implementing before, during and especially after the review conference in the spirit of Resolution 4 of the Central Committee (12th term).

Suggestions for reviewing affiliated party organizations

With the characteristics of a mountainous border district and one of the 62 poor districts in the country, Ky Son district has 192km of border with 11 border communes with many ethnic groups living; people's lives still face many difficulties, some socio-economic targets have not been achieved. As a result, the quality of grassroots party organizations, party cells under the commune party committee and the team of cadres and party members, especially in remote areas, still has many limitations.

Therefore, raising awareness and sense of responsibility of cadres, party members and people in socio-economic development, poverty reduction, political security protection and border peace plays an extremely important role in the development strategy of this mountainous district.

Having identified the goals and based on realistic assessments and perceptions to make the review conference in the spirit of Resolution 4 of the Central Committee (12th term) at the grassroots level highly effective, the Standing Committee of the Ky Son District Party Committee has suggested reviewing most of the grassroots party organizations, except for the district police and military party committees.

With the spirit of frankness, responsibility, and sincere comments to help cadres and party members clearly recognize the manifestations in order to promptly and effectively overcome them, and also to "set an example" for the grassroots level to implement, the Standing Committee of the Ky Son District Party Committee held a review conference with the motto of looking straight, speaking the truth, and clearly identifying the manifestations.

At this conference, with 19 comments, the Standing Committee of Ky Son District Party Committee identified 6 manifestations in the Standing Committee and 12 remaining manifestations in the Party Committee that need to be overcome and corrected.

For the District Party Committee, the identified manifestations were also pointed out to the relevant individuals and organizations, analyzed the causes and required specific plans and solutions. For example, the manifestation of "some units avoiding responsibility, afraid of collision, pushing work to higher levels for handling and resolution. Working with a low sense of responsibility", specific "addresses" were pointed out such as in the communes of Nam Can, Na Loi, Nam Can.

Manifestations of "lack of democracy in leadership and management, some tasks have not been discussed and agreed upon with the collective, there are signs of internal disunity, ethnic and clan localism" as in Bao Nam commune.

In addition, some other localities were also "named" for their manifestations such as Ta Ca commune (suggested review of the criticism struggle in the Party Committee's standing committee; poor leadership and direction in clearing traffic safety corridors in the area; lack of attention to developing new Party members in some Party cells and potential disruption of social order and safety); Muong Ai commune (the collective's role and responsibility in personnel work is still limited; administrative reform work is slow to change; the beautification of the village landscape has not received attention)...

Comrade Cut Thi Nguyet - Head of the Organizing Committee of Ky Son District Party Committee said: Ky Son has 55 grassroots party organizations with 27 party committees and 28 subordinate party cells; there are 321 party cells directly under the grassroots party committees, of which 283 party cells are directly under the party committees of communes and towns and 38 party cells are directly under the party committees of agencies. The spirit of review according to Resolution 4 of the Central Committee (12th term) is carried out with the first goal of raising awareness for party members and cadres about the role and responsibility in performing assigned duties and tasks, overcoming the mindset of waiting and relying, aiming to build a stable and developed locality, contributing to the overall development of the district. Therefore, almost all party organizations are suggested by the district Party Committee to review the contents closely related to local realities, focusing on effective solutions.

Correct perception for correct action

Based on the common goals of the district, the review in the spirit of Resolution 4 of the Central Committee (12th tenure) was seriously implemented by grassroots party organizations in Ky Son district.

In Nam Can commune, with the review suggestion of the District Party Committee, the Standing Committee of the Nam Can Commune Party Committee frankly identified 9 manifestations that need to be overcome immediately in the commune Party Committee, notably the situation where there are still party members who do not dare to take responsibility, lack sincerity with their own shortcomings; are respectful and evasive in criticism and self-criticism; do not want to study, listen to and accept the opinions of others; conservatism, stagnation, and dependence are still heavy...

Because of the limitations that "fall" into the cognitive and ideological fields, the effectiveness of the work of local Party committees and authorities is still difficult and ineffective. The clearest evidence is the administrative boundary dispute between our commune and Na Loi commune that has been resolved for decades. In addition, the encroachment on traffic safety corridors has not been completely resolved; drug abuse is still rampant, affecting people's lives.

Comrade Tran Huu Phi - Deputy Secretary of the Party Committee of Nam Can commune said: “Based on recognizing and evaluating the actual capacity and effectiveness of the work of the local Party Committee and government, the Standing Committee of the Party Committee of the commune has seriously and frankly recognized and pointed out to individuals who have shown signs of recognizing shortcomings that need to be corrected to work more effectively. Through the review conference, the Standing Committee of the Party Committee of Nam Can commune has also analyzed so that cadres and party members are aware that only with the spirit of solidarity, collaboration, and exemplary performance of assigned duties and tasks can they lead and direct local activities well and gain the trust and support of the people. Accordingly, the solutions that are focused on are to promote political and ideological education; clearly assign people and tasks, assign responsibilities to each individual, especially the leader in solving existing problems in the area, especially the evils of drug trafficking and use”.

At the Muong Xen Town Party Committee, the content that the Party Committee is interested in directing to overcome after the review is to consolidate and enhance the role and responsibility of cadres, party members and collectives in leading and directing the clearance of traffic safety corridors; environmental sanitation work; tax management and Muong Xen Town market.

According to comrade Le Huy Tai - Deputy Secretary, Chairman of Muong Xen Town People's Committee, Muong Xen Town Party Committee also identified the solution to overcome the remaining limitations in the area under its management as propaganda to help people realize the meaning and benefits of complying with regulations on not encroaching on traffic safety corridors, maintaining environmental sanitation and the obligation to pay tax. When people have a clear ideology and correct awareness of the problem, the implementation of policies and guidelines to the grassroots level by officials will quickly achieve higher efficiency.

Other localities through review also clearly identified signs of degradation and existing shortcomings, from which to build solutions that are close to reality. For example, in Chieu Luu commune, the limitation in leadership and direction of the general work of the Party Committee, People's Council, and People's Committee led to a lack of strict discipline, social order and safety with many potential complications, allowing drug users and human traffickers to assist or collude with local people to operate increasingly.

For Na Ngoi commune, the struggle for criticism and self-criticism within the Party Committee and Executive Committee is not high; conservative and stagnant thinking; there are denunciations; discipline is not strict; management of the area is not tight; illegal exploitation of forest products occurs; attention is not paid to the work of developing party members...

Requiring cadres and party members in their assigned positions and responsibilities to actively grasp the grassroots level, not allowing hot spots to occur.
