Ky Son mobilizes people from flash flood areas to resettlement areas

After many years of waiting, the Ky Son flash flood resettlement area has been completed. According to the plan, by May 2025, all 56 households living in areas at risk of flash floods will be relocated to new housing to ensure safety.

Resettlement area completed, ready to welcome people

According to information from the People's Committee of Ky Son district, resettlement area No. 2 in Son Ha village, Ta Ca commune was completed at the end of March 2025. Ky Son district has planned two resettlement areas including area No. 1 in Cau Tam village and area No. 2 behind Ky Son High School. Of which, resettlement area No. 2 has 56 plots of land for 56 households, with a total area of ​​3.9 hectares. Each plot of land has an average area of ​​222m22, total land area 14,222m2.

The project started in November 2023 with a total investment of 31.5 billion VND. Of which, the central budget supported 30 billion VND, the rest was from the Ky Son district budget. Up to now, the basic items have been completed, the authorities at all levels are urging the construction unit to complete the remaining items such as electricity and water to ensure the best living conditions for people when they move in.

In the central area of ​​Hoa Son village, which suffered a historic flash flood, people are trying to restore production on the land that was filled with sediment, growing vegetables and raising livestock to stabilize their lives. However, dozens of households are still living in temporary houses, facing many risks every time the rainy season comes.

Ms. Lo Thi Thuy's family is one of the households whose house was completely swept away by the flood, and is currently living in temporary tents on the old land. Ms. Thuy happily shared: "The resettlement area has been completed, and soon we will be relocated to a new, safer land. No longer will we not dare to sleep every rainy and flood season, but have to stay up all night to flee for refuge."

However, not all households are ready to leave their old residences. A representative of the Ta Ca Commune People's Committee said that from November 2024 to now, the commune government has organized 3 mobilization campaigns, and currently 41/56 households have registered to move to the resettlement area. However, there are still 15 households that have not registered. The main reasons are that some households have proactively bought land in other areas to build houses, some households have repaired or rebuilt houses on old land, and many households are worried that relocation will affect their livelihoods. Some people are still subjective, thinking that the risk of flash floods in the future is low, so they want to stay.

No one is allowed to stay in the danger zone.

Mr. Tho Ba Re, Vice Chairman of the People's Committee of Ky Son district, said: "The central area of ​​Hoa Son village, where people are living along Huoi Giang stream, always faces the risk of flooding, flash floods, and landslides when there is heavy rain upstream. Therefore, the district government has actively promoted and mobilized people to relocate to the new resettlement area, pledging that no one will stay in the dangerous area."

According to Mr. Re, even if people have spent their own money to build houses in the old area, they still have to comply with the relocation regulations. This is necessary because the resettlement plan has been established based on a pre-determined list, to ensure the safety of the people. In case people deliberately do not relocate, the government will apply coercive measures to ensure their lives and property.

According to the plan, all 56 households in the flash flood risk area will be relocated to the resettlement area before May 2025. During the relocation process, each household will receive 40 million VND in support according to the State's policy.

The Ky Son district government hopes that people will understand the dangers of continuing to live in areas at risk of flash floods and cooperate in the relocation. Mr. Tho Ba Re emphasized: "We hope that people will not be subjective in the face of natural disasters, and not trade off their own and their families' safety for immediate convenience. Moving to a resettlement area will not only help stabilize their lives but also protect lives from unforeseen risks."

The construction of a resettlement area in the Ky Son flash flood area is a correct policy to ensure the safety of people from unpredictable natural disasters. However, cooperation from the people is still needed for the relocation to take place smoothly. With the determination of the local government and the consensus of the people, it is hoped that all 56 households will soon be moved to a new place, away from the danger zone and have a more stable and safe life./.
