On the afternoon of November 28, in an exchange with Lieutenant Colonel Nguyen Huu Cuong - Deputy Head of Vinh City Police, he said: "After causing an accident and fleeing, at noon on November 27, driver Chu Van Hieu - born in 1990, residing in Dien Dong commune, Dien Chau district - the driver of truck with license plate 37C-025.20 who caused a fatal accident in the early morning of November 27 at the intersection of Le Nin Avenue and Pham Dinh Toai Street, came to Vinh City Police to present himself."

Currently, the Vinh City Police Department is criminally detaining Chu Van Hieu andconsolidate records, collect evidence to clarify the accident-causing behavior of this subject for prosecution before the law.

Previously, as Nghe An Newspaper reported, at around 5:30 a.m. on November 27, driver Hieu was driving a small truck with license plate 37C-025.20 in the direction of Vinh city center - to Vinh airport.

When arriving at the intersection between Lenin Avenue and Pham Dinh Toai Street, Vinh City, he crashed into the bicycle of Mr. Phan Van Vuong (born in 1942, residing in Ha Huy Tap Ward, Vinh City).

The sudden and strong impact threw Mr. Vuong about 5 meters away, leaving him lying unconscious on Lenin Avenue with blood stains. Without stopping to take the victim to the emergency room, driver Chu Van Hieu fled the scene.

At this time, some people who had been exercising since early morning heard the loud crash and ran to see Mr. Vuong lying unconscious, so they promptly called an ambulance to take the victim to Nghe An General Hospital for emergency treatment. However, due to the serious injuries, Mr. Vuong died.

Upon hearing the news of Mr. Vuong's death, Chu Van Hieu drove the truck that caused the accident from Dien Chau to Vinh City Police Station to present himself.

The case is currently being investigated by Vinh City Police.
