Do a good job of propaganda, prepare for Party Congresses at all levels
(Baonghean) - Over the past 89 years, propaganda work has been an extremely important part, contributing to the building and development of the Party. Faced with the requirements and tasks set forth in the current context, the Nghe An Propaganda Department has made many innovations and creativity, demonstrating its role as "leading the way". In particular, in the current period, the Propaganda Department is focusing on solutions to contribute to accurately assessing the results of the 2015-2020 term, while at the same time preparing well for the Party Congresses at all levels in the new term.
Improve the quality of work
The mountainous district of Ky Son is a special border area, with certain difficulties in economic and social life. Determining that ideological work must come first, after thoroughly grasping and studying the resolutions and directives, the district focuses on promoting propaganda work; on the other hand, it prioritizes the work of summarizing and evaluating the directives, resolutions and projects of the province and district. In particular, 2019 is the year approaching, preparing for the Party Congress at all levels for the new term, so the Standing Committee of the District Party Committee has established 8 inspection teams to implement the goals and targets of the Resolution of the District Party Congress for the term 2015 - 2020 to review and evaluate the level of implementation of the district-level and grassroots targets, to continue urging and directing completion.

Comrade Vi Hoe - Member of the Provincial Party Committee, Secretary of the Ky Son District Party Committee said: After the inspection, the Standing Committee of the District Party Committee discussed solutions to see "what to do, how to do it, who will direct, who will be responsible". From there, the Standing Committee clearly assigned responsibilities and tasks to be directed to members in each locality to focus on leadership and direction of implementation.
In this process, the role of the Propaganda sector is very important, most proactively advising on implementation directive documents, at the same time going to the grassroots to inform and propagate to provide the leadership spirit of the Party Committee, thereby creating consensus, unity and determination of all levels and sectors to carry out the tasks.
Vinh City is the center and also the largest urban area of the province, so the requirements for leadership and direction are very high. Recognizing that importance, the Propaganda Department of Vinh City Party Committee has advised the Standing Committee of the City Party Committee on many solutions associated with the specific characteristics and conditions of the locality to contribute to educating, training, propagating, and mobilizing cadres, party members and people to join hands and unite to build and develop the city.

In particular, the city's Propaganda Department pays great attention to advising to improve the effectiveness of disseminating and studying the resolutions, directives, conclusions, announcements, and topics of the Central and the province with very specific plans. On the other hand, to verify the effectiveness, in the first 6 months of 2019 alone, the Propaganda Department of the Vinh City Party Committee advised the Standing Committee of the City Party Committee to organize 2 delegations to supervise 2 Party Committees and Party cells on the implementation of Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle; at the same time, the Propaganda Department of the City Party Committee also established delegations to supervise 12 other units on the effectiveness of implementing resolutions and Directive 05 in communes, wards, schools, public service units, and enterprises.
Through monitoring, it is shown that in general, the study and implementation of resolutions and Directive 05 are basically good. However, in some grassroots Party organizations, the quality of implementation is still not high, the content provided to listeners is not rich and attractive; the written reports are still formal; the criteria, content, and registration for studying and following Uncle Ho are still general and not close to the practical work. Therefore, the Propaganda Department advises the Standing Committee of the City Party Committee to remind and correct through official dispatches or periodic meetings and conferences of reporters...

Accurate assessment of theoretical and practical issues
In the current context, ideological work and public opinion orientation are extremely important. According to comrade Vo Trong Phu - former officer of the Propaganda Department of Nghe An Provincial Party Committee, a person with a lot of experience in propaganda work, political and ideological education work is extremely important in many forms. However, in order for political and ideological education work to be highly effective, the Propaganda sector must proactively grasp and provide information in a correct, interesting and appropriate way for each specific subject.
This is also an important task that the provincial Propaganda Department is promoting to carry out well in the ideological orientation work for cadres, party members and people to create consensus, create an aggressive mindset, make breakthroughs in implementing the development targets and goals of the term; direct the dissemination of models and factors in the process of implementing the Resolution of the Party Congress at all levels... in the final stage of implementing the goals and targets of the term.

In addition, the Propaganda Department plays a key role from advising on studying, disseminating to urging, inspecting implementation, summarizing and concluding. Therefore, according to comrade Kha Van Tam - Member of the Provincial Party Committee, Deputy Head of the Provincial Party Committee's Standing Committee of Propaganda Department, in 2019, in addition to continuing to innovate and improve the quality and effectiveness of disseminating, studying and disseminating the Party's resolutions and directives, the Provincial Party Committee's Propaganda Department pays great attention to summarizing and concluding resolutions and directives with a very strict implementation process.
Previously, when summarizing and concluding a resolution or directive, it was common to develop a plan and send it to the grassroots level, the grassroots reported, then synthesized the grassroots report and presented it to the conference. Currently, the new feature that Nghe An is implementing is to develop a specific plan, then establish delegations to the grassroots level to survey and inspect, along with collecting opinions from relevant classes and subjects, conducting sociological investigations, and holding discussions... Thus, theoretical and practical issues are summarized and evaluated closely to advise the Party Committee on better measures and directions for the new term. In particular, this year is the year of preparation for the Party Congresses at all levels for the 2020-2025 term, so this is even more important.
