Spreading the spirit of Nghe people, connecting love and responsibility with the community

Reporter:Poverty reduction and social security are major policies of the Party and the State. In Nghe An, this task has received special attention from the entire political system and society. Could you please tell us about some outstanding results?

Comrade Vo Thi Minh Sinh:Social security work in general and caring for the lives of the poor in particular have always received special attention from the Party and State.

In Nghe An, along with promoting the implementation of many emulation movements to develop the socio-economy, ensure national defense and security, in recent times, the movement "The whole country joins hands for the poor, leaving no one behind" has been strongly spread in the political system, businesses, philanthropists and the social community with sympathy, sharing, love and care and "commands" from the heart to care for and help the poor and people in difficult circumstances in the province.

Over the past 20 years, the total resources mobilized from society to support the poor through the Fatherland Front at all levels have increased, reaching more than 2,246 billion VND. In the 4 years (2020 - 2023) alone, despite many difficulties such as natural disasters and epidemics, the whole province still mobilized more than 1,630 billion VND.

In particular, in 2023, with the desire to continue to create motivation, help the poor soon have housing, "settle down", stabilize their lives, feel secure in working, producing, doing business, gradually increasing income, and rising out of poverty sustainably, the Provincial Party Committee issued Directive No. 21, dated February 10, 2023 on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with difficult housing circumstances in the period 2023-2025. This is the right policy of the Provincial Party Committee, with a strong ripple effect in the political system, businesses, philanthropists and the social community. As a result, more than 618.5 billion VND, equivalent to 12,196 houses, have been registered for support by organizations and individuals; Of which, 7,517 poor households have been able to move into new houses named "Dai Doan Ket" (equal to data from the previous 7 years, from 2016-2022).

These are the telling numbers, demonstrating the will and determination of the entire political system, the efforts of the entire people in the poverty reduction campaign in the province. They are the result of the people's trust and confidence in the Party and the State. They are the strong innovation in the Party's leadership method, the creativity in both content and methods of mass mobilization of the Fatherland Front and its member organizations.

It is the clearest evidence of promoting the strength of the great national solidarity bloc: The more difficult it is, the more "comradely love and compatriotic affection" is promoted more than ever, the more difficult it is, the more we appreciate the value of the two words "solidarity".

The timely and synchronous participation of the entire political system has resonated, creating community cohesion and aspirations among the people, contributing to effectively implementing the goal of reducing multidimensional poverty according to the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.

Reporter:As you have just said, those “speaking numbers” represent a strong innovation in the Party’s leadership method, and creativity in both content and methods of gathering and mobilizing the masses by the Fatherland Front and its member organizations. So can you share more specifically about the innovation and creativity in the way things are done in Nghe An?

Comrade Vo Thi Minh Sinh:First of all, there is a strong innovation in the leadership and direction of the Provincial Party Committee in poverty reduction and social security work, with the proposal of a housing program for the poor, the "Tet for the poor" program... Promoting the role of leaders at all levels, agencies and units of the political system in mobilizing resources to support the poor.

It is also the creativity in both content and methods of gathering and mobilizing the masses of the Fatherland Front and its member organizations. The Fatherland Front and its members actively innovate and diversify propaganda, mobilization and gathering of people of all walks of life, not only through traditional methods, but also increasing interaction and access on the social network Facebook. The Nghe An Front fanpage is the first Fanpage to be officially confirmed (with a blue tick) to connect and call for support with major Fanpages to spread the appeal and humanity.

The Fatherland Front at all levels also innovates the work of gathering; maintains connections with volunteer groups and philanthropists inside and outside the province in supporting poor households and households in especially difficult circumstances. Every 2 years, organize meetings, express gratitude and honor charity groups and philanthropists, to spread compassion and sharing in the community.

Innovation in implementation methods, from surveying the database of poor households, near-poor households and the need for support (such as housing, livelihood models, vocational training, etc.) in line with reality, on that basis, develop a call plan, at the same time, edit it into documents to provide to sponsors; establish a steering committee headed by the Party Secretary and the permanent deputy head by the Chairman of the People's Committee at all levels.

Accordingly, the province has established 482 steering committees from the provincial to grassroots levels in the housing support program; established 3,796 working groups in villages, blocks, hamlets, and communes, along with support groups, with a total of 34,847 participants.

Reporter:The Lunar New Year of Giap Thin 2024 is approaching. Could you tell us how the "Tet for the Poor" program will be implemented this year and what issues need to be taken into account to ensure that everyone and every family has Tet?

Comrade Vo Thi Minh:AllThe province currently has 95,396 poor and near-poor households, accounting for 10.92% of the population. Among them, there are many unfortunate people who have encountered adversity in life leading to poverty and unhappiness, and are in great need of the community's help, especially during the Tet holiday.

The program "Tet for the Poor" has been organized 12 times, the whole province has received money and goods with a total value of more than 720 billion VND; supported Tet gifts for more than 985,000 poor households, near-poor households, policy households, social protection beneficiaries; supported livelihoods for more than 2,000 poor households...

Particularly for the program "Tet For The Poor - Spring Quy Mao 2023", the whole province received registrations to support with a converted amount of more than 137 billion VND, the highest ever.

To continue the program "Tet for the poor", ensuring that every family and every person can enjoy Spring, celebrate the traditional Tet more happily, together and fully, right from the beginning of 2024, Secretary of the Provincial Party Committee Thai Thanh Quy issued a letter calling on Party committees, authorities, agencies, organizations and cadres, party members, businesses, entrepreneurs and people to join hands to support and help the poor celebrate the Giap Thin Tet in 2024.

Nghe An province will also organize the program "Tet for the poor - Giap Thin 2024" at 8:00 p.m. on January 21, 2024 (December 11 of the lunar calendar) at the Provincial Labor Culture House. The program's goal is that 100% of poor and near-poor households will receive Tet gifts; strive for an average value of each gift of VND 500,000 or more for poor households and VND 1 million or more for poor households in especially difficult circumstances.

The Fatherland Front at all levels is always ready to persistently follow the registration results of sponsors to promptly deploy allocation; prioritize support allocation according to the principle of remote, isolated and extremely disadvantaged areas first; connect and orient sponsors and volunteer groups to provide direct support through the grassroots Front to ensure that there are no missed or duplicated beneficiaries.

At the same time, provide a list of contact points of the Fatherland Front of the districts and a list of poor and near-poor households to each commune-level address so that sponsors can proactively connect.

We believe that the support and help from the community "a piece when hungry is worth a package when full" will create spiritual motivation, arouse the will and aspiration for many people to rise up out of poverty and confidently welcome the new year of Giap Thin 2024 with happiness, peace and development.
