Notably, this Decision clearly states that 27 signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" must be made public; 19 things that party members are not allowed to do must be made public; audit and inspection conclusions must be made public; the identity, position, asset declaration, and income of leaders and managers must be made public... When there are petitions from the people against the Party Committee or Party members under the management of any level, the Party Committee or Party organization at that level must receive and handle them. Resolutely handle those who obstruct supervision activities or retaliate against and suppress complainants and denouncers....

Expressing his agreement and support for Decision 99 of the Secretariat, Mr. Nguyen Quang Tien, in Yen Dung, Bac Giang, hoped that this would be a sharp weapon for our Party to carry out its political determination, push back and prevent corruption, degradation in political ideology, ethics, lifestyle, "self-evolution", and "self-transformation".

According to Mr. Tien, one of the reasons for corruption is that in the process of using cadres, attention is not paid to the control of power, and there is no regular control and supervision, so mistakes, weaknesses, and even corruption are slow to be discovered. When discovered, it is because of respect, or internal handling, leading to mistakes piling up on mistakes.

Experience from many countries shows that in order to control and repel corruption, in addition to publicity and transparency, cadres, party members, party committees and party organizations must all be subject to regular supervision, including supervision by the people.

During his lifetime, President Ho Chi Minh once advised that we must rely on the people to build the Party, rely on the people to control the right or wrong policies and resolutions, rely on the people to rectify the organizational apparatus, and select cadres. Every cadre with power and authority, from low to high, must be evaluated by the masses. Because the people have hundreds of eyes and thousands of ears, have wise, objective, and honest opinions, but many times the cadres who are involved do not have those objective evaluations.

He said that asset declaration is one of the right policies to prevent and control corruption. However, in reality, this has not brought about the desired results, and in some places, it is even a formality.

There have been some recent cases where officials made normal declarations but when inspected, they found that they had large assets. This situation happened because we have just started the declaration process, but have not organized inspections and supervision to see if the declaration is correct or not, thus creating suspicion among the public.

“If you declare and then leave it in the cabinet, there will be no results. Once declared, it must be made public for people in the place of residence to monitor and supervise, because no one knows better than the local residents where the cadre or party member lives. People know how many houses and cars the cadre has, and whether or not his assets are transparent,” said Mr. Le Chu Dinh.

He also said that the specific regulation on public disclosure of asset declarations of officials and party members will facilitate people and related subjects to monitor. Another important issue is that when people discover dishonest declarations and have complaints, Party committees and organizations must promptly direct relevant organizations and individuals to resolve the matter and have written responses to the subjects sending the complaints, letters and comments according to regulations.

Expressing more about the implementation solution, Mr. Nguyen Quang Tien said that it is necessary to conduct a public opinion poll by voting for officials and party members. This should be piloted in agencies and organizations where corruption issues are emerging to gradually purge officials, then widely organize in other areas.
