Looking back at the 2011-2016 period, after reviewing the achievements and assessing the limitations, the Government and Prime Minister's Work Report presented by Prime Minister Nguyen Tan Dung at the 11th Session of the 13th National Assembly raised 5 major lessons.

Firstly, it is necessary to thoroughly grasp and promptly institutionalize the Party's policies and guidelines, the Constitution and laws of the State; be creative in development thinking, taking national and ethnic interests and the interests of the people as the highest goal.

Besides, we should focus on perfecting the market economic institution, building a rule-of-law state and promoting socialist democracy, creating a strong driving force for rapid and sustainable development.

Second, it is necessary to closely follow the functions and tasks, well implement the principle of democratic centralism, strengthen solidarity and unity, promote the role of the Government collective, and uphold the responsibility of the Prime Minister and members of the Government.

Pay special attention to correctly assessing the situation, setting out appropriate goals, tasks, and solutions that are supported by the people. Organize implementation resolutely, synchronously, comprehensively, with key focus, linking the immediate with the long-term basis and promptly responding to new developments in the situation.

At the same time, stick to reality, remove difficulties and obstacles and replicate good models and good practices. Promote the responsibility of staff, especially leaders. Use implementation results to evaluate the correctness of policies and management capacity.

Third, in difficult conditions, it is necessary to strengthen social security and care for improving all aspects of people's lives. Focus on developing rural agricultural areas, ethnic minority areas, and areas with special difficulties. Consistently and practically implement cultural development and social progress and equity in each step of development. Strengthen people's mastery, maximize the human factor, consider people as the center, the subject, the main resource and the goal of development.

Fourth, along with economic development, we must strengthen national defense and security, ensure independence, national sovereignty and territorial integrity. Maximize domestic resources, proactively integrate internationally, strongly attract and effectively use external resources. Continuously enhance Vietnam's prestige and position in the international arena, creating a favorable environment and conditions for building and defending the Fatherland.

Fifth, it is necessary to regularly strengthen the great unity bloc and promote the combined strength of the entire nation; focus on doing well the work of mass mobilization, information and communication, creating social consensus, strengthening discipline and closely coordinating organizations in the political system to effectively implement the Party's guidelines and policies and the State's policies and laws.
