Localities are still confused about how to deal with the surplus number of district- and commune-level officials, civil servants and non-professional workers due to rearrangement.

In the Report sent to the National Assembly, Minister of Home Affairs Le Vinh Tan said that the synthesis of data from 43 provinces and centrally run cities showed that 18 district-level administrative units (DVHC) had been reorganized. There were 10 district-level administrative units that were subject to reorganization but the localities requested not to reorganize them in this period. As a result, the number of district-level administrative units decreased by 6 units.

The provinces and centrally run cities have also reorganized 1,025 commune-level administrative units. There are still 99 units that need to be reorganized, but the localities have requested not to reorganize them in this phase. The number of commune-level administrative units reduced is 545 units.

Local commitments but difficult to implement

However, one of the remaining difficulties is to resolve the surplus staff. Also according to the report of 43 provinces and cities, it is expected that the newly established district-level administrative units will arrange 1,062 staff and civil servants according to regulations; the surplus staff will be 428 people.

At the newly established commune-level administrative units, the number of commune-level cadres and civil servants will be arranged in accordance with regulations to be 10,043 people; the number of surplus commune-level cadres and civil servants will be 9,534 people; the number of non-professional workers at the commune level will be arranged in accordance to regulations to be 8,816 people; the number of surplus non-professional workers at the commune level will be 6,913 people.

The Ministry of Home Affairs said that all localities have committed and have detailed plans and roadmaps to completely resolve the surplus of district- and commune-level officials and non-professional workers at the commune level before 2022. However, after the National Assembly Standing Committee approved and issued resolutions on the implementation of the arrangement of district- and commune-level administrative units, localities in the implementation process reported and reflected to the Ministry of Home Affairs that the settlement of policies for redundant people encountered many difficulties and obstacles, making it difficult to ensure completion before 2022.

Specifically, in the period of 2019 - 2021, localities have plans to completely resolve the number of redundant district-level officials and civil servants of 146 people; resolve the number of redundant commune-level officials and civil servants of 7,006 people and resolve the number of redundant non-professional workers at the commune level of 6,705 people.

Regarding the remaining surplus district-level and commune-level officials, civil servants and non-professional workers at the commune level, the localities are still confused and have no solution. The Ministry of Home Affairs will continue to urge, accompany and inspect the localities to implement to ensure a complete solution before 2022. In case the localities have difficulties in mechanisms, policies and resources to resolve, the Ministry of Home Affairs will coordinate with relevant ministries, branches and localities to synthesize and report to competent authorities for consideration and decision.

There is still a mentality of not wanting to reduce

The report of the Ministry of Home Affairs also frankly pointed out the shortcomings and limitations. That is, the implementation of the arrangement and reorganization of the apparatus of professional agencies in some localities where the pilot implementation has not been carried out synchronously and uniformly; the leadership structure at the department level under the professional agencies at the provincial and district levels in some localities is not reasonable, the organization of the apparatus is not streamlined, and the effectiveness and efficiency are not high.

There are still some provinces and centrally run cities where the progress of reorganizing district and commune-level administrative units is still slow compared to the planned roadmap. A number of officials and civil servants in the areas that must be reorganized do not support the merger and have the idea of ​​delaying it due to concerns that it will affect their job positions after the reorganization.

Besides, coordination between ministries, branches and localities in solving work is not good.

One of the basic reasons mentioned in the report is that the heads of some agencies and units are not thorough and lack determination in managing cadres, civil servants and public employees under their authority.

Discipline and administrative discipline are sometimes not really strict; individual responsibility towards the collective, inspection, supervision and urging of task implementation in some places are still lenient and not serious; ethics and capacity of a number of cadres, civil servants and public employees are still limited and weak; sense of responsibility and discipline of a number of cadres and civil servants are not high, they have not fulfilled their responsibilities...

Some local Party committees and authorities have not been really determined in directing and implementing the reorganization of district and commune-level administrative units because they still do not want to reduce the number of administrative units in their localities. Some officials and civil servants at administrative units subject to reorganization want to stabilize and continue working at the old administrative units, so they find reasons not to reorganize administrative units where they are working.

For localities that merge 2 to 4 administrative units to form 1 new administrative unit, the number of redundant cadres and civil servants is very large. Meanwhile, the number of people who retire at the right age and are resolved according to the staff reduction policy is not much. Therefore, localities face difficulties in arranging, assigning and resolving the redundant people./.
