Luong Minh: Promoting internal strength, firmly entering a new stage of development
With the determination to innovate comprehensively, promote digital transformation, promote internal strength and national cultural values, Luong Minh commune is gradually realizing the goal of rapid and sustainable development. These efforts not only contribute to improving people's lives but also aim to shorten the development gap with other localities in the region.
A land of many difficulties but rich in identity
Luong Minh Commune is a highland commune, located in the West of Nghe An Province, more than 210km from the provincial center. With a total natural area of nearly 23,000 hectares, the commune's terrain is mainly high mountains, steep hills, interspersed with streams, very little flat land. The large area and strongly divided terrain make traveling, trading and infrastructure construction difficult, especially in the rainy season when landslides and flash floods often occur. From the commune center to the farthest village is about 25km but the road is very dangerous and takes a long time to travel.

The whole commune has 10 villages, divided into 3 distinct areas: the outer area along the Nam Non River has 4 villages; the inner area along Khe Mat has 4 villages; and the upper area belonging to the Ban Ve hydroelectric reservoir has 2 villages. The two resettlement villages in the reservoir area currently do not have roads to the village center, people have to travel by water for more than 1 hour, causing great obstacles to daily life and access to basic services.
The population in the commune consists of three main ethnic groups: Thai, Kho Mu and O Du, who live together but still maintain many unique traditional cultural features. The Thai people make up the majority, have the habit of farming, growing rice, and organizing festivals such as Xen Ban and Xen Muong. Although the Kho Mu and O Du people are smaller, they still preserve customs associated with the mountains and forests, folk songs, folk games and handicrafts, contributing to the unique cultural diversity of the locality.
The whole commune currently has 1,163 households with 5,199 people, of which 975 households are poor and near-poor, accounting for 83.8%. The educational level of the people is still low, infrastructure is lacking, and living and production conditions of the people are still difficult. However, the locality has constantly strived to overcome many difficulties, preserve traditional cultural identity and gradually achieved positive results in socio-economic development.

Luong Minh gradually changes the face of the countryside
In the 2020-2025 term, in the context of the country and locality facing many difficulties due to the severe impact of the Covid-19 pandemic, natural disasters, floods, landslides, but with the spirit of solidarity, proactiveness, creativity and determination in direction and management, the Party Committee, government and people of Luong Minh commune have made efforts to overcome difficulties, flexibly implemented tasks, and achieved many important results in all fields. Those results have contributed to creating a clear change in the appearance of the countryside and gradually improving the material and spiritual life of the people.
Luong Minh is a particularly difficult mountainous commune, with a natural area of over 22,700 hectares, with 10 villages, divided into 3 regions, and a current population of about 5,200 people, mainly Thai, Kho Mu and O Du ethnic groups. The rate of poor and near-poor households at the beginning of the term was up to 83.8%. The commune Party Committee has 18 affiliated Party cells with 353 Party members. During the past term, the commune Party Committee completed 19/33 resolution targets, of which 7 targets exceeded the plan - a very remarkable result in the context of a low starting point and a challenging context.
The work of building the Party and the political system has been focused on and implemented synchronously and effectively. Clearly identifying this as a key task, the Commune Party Committee has promoted the study and following of Ho Chi Minh's ideology, morality and style, in conjunction with the implementation of the Central Committee's resolutions on Party building and rectification. Party cell activities have become regular, and quality has been significantly improved. Party member development work has received attention, with 42 new Party members admitted, exceeding the set target. Inspection and supervision work has been carried out seriously and in accordance with regulations, contributing to maintaining Party discipline and order. The apparatus of the government, the Fatherland Front and socio-political organizations has been consolidated and streamlined, improving the effectiveness and efficiency of operations.
In the economic field, the commune has achieved many positive results. The average income per capita in 2025 will reach 26 million VND, an increase of more than 23% compared to the beginning of the term. Agriculture is oriented towards sustainable development, applying scientific and technological advances in production to improve productivity and product quality. Some typical agricultural products are oriented towards brand building, notably the Ban La super wine product that meets 3-star OCOP standards. Forest protection, aquaculture development, and livelihood diversification for people in the reservoir area are promoted. Rural economic infrastructure has received investment attention: 26.5 km of roads to the production area have been built, 5 villages have been installed with solar lighting systems.
Although the industrial and handicraft sectors are still small, they have made encouraging progress, contributing to local employment. Some traditional occupations such as bamboo and rattan weaving and carpentry are preserved and encouraged to be restored. Commercial services, especially in the villages in the reservoir area, have many positive changes.
In the cultural and social fields, the quality of education continues to be improved. The network of schools is arranged reasonably, and infrastructure is invested and upgraded. Universal education at all three levels is maintained sustainably. The movement to build a cultural life in residential areas is promoted, the rate of cultural families reaches over 71%. The work of preserving and promoting the cultural identity of ethnic groups is focused.

Medical work and public health care have been effectively implemented. In 2024, the commune was recognized as a commune that met national health standards. Social security policies, support for poor households, meritorious people, and social protection beneficiaries have been fully, promptly, and targeted correctly. Humanitarian, charitable activities and support for the poor have increasingly spread widely, creating positive effects in the community.
Administrative reform and digital transformation have made significant progress. Commune-level public administration centers operate effectively, serving people and businesses well. 100% of officials and civil servants are proficient in using electronic document management software. Community digital technology teams have been established in all villages, helping people access and use online public services and gradually become familiar with the digital citizen model.
National defense and security are maintained and stable. Local military work is carried out seriously, completing 100% of the annual recruitment target. Political security and social order and safety are ensured, preventing hot spots and complications from arising. The movement "All people protect national security" continues to be clearly effective, 10/10 villages meet the criteria of "drug-free villages".
Promote internal strength, break through and rise up
Entering the 2025-2030 term, in the context of the country's rapid and sustainable development on the basis of science - technology, innovation and digital transformation, the Party Committee and people of Luong Minh commune have clearly identified the direction and goals of comprehensive development. The government apparatus is organized in a streamlined and effective manner; the Party Committee of the commune is highly united and unified; the political system is strong; political security and social order and safety are maintained; the people's trust is stable - these are important foundations for Luong Minh to firmly step into the new period.
However, the commune still faces many difficulties and challenges. In the first year of its term, storm No. 3 (Wipha) caused severe damage to rural infrastructure and negatively affected people's lives. Socio-economic infrastructure is still lacking in synchronization, many works are degraded and slow to be invested in and repaired. Development resources are still limited, while the ability to exploit local revenue sources is very difficult.
Faced with that situation, the Party Committee and people of Luong Minh commune set out the general goals: Strengthening Party building and rectification; improving the effectiveness and efficiency of the political system; promoting the strength of great national unity; mobilizing maximum resources to effectively exploit the potential and strengths of the locality; improving the material and spiritual life of the people; promoting digital transformation; developing the socio-economy associated with consolidating national defense, security and building a strong Party.

On that basis, the commune identified 20 main targets in the fields of: economy, culture - society, environment, national defense - security and building the political system. At the same time, it proposed 7 groups of key tasks and 5 groups of breakthrough solutions for implementation.
The breakthroughs are clearly identified, with priority given to preserving and promoting the cultural identity of indigenous peoples, considering this an important foundation to strengthen solidarity and ensure security and order. Next is to focus on investing in building essential infrastructure, such as transportation, electricity, water, schools, medical stations, etc. At the same time, administrative reform and digital transformation are promoted, towards building e-government - digital government, improving the quality of service to the people.
Another key task is to improve the quality of local human resources to meet the requirements of long-term development. The commune will also effectively implement poverty reduction programs, support production and sustainable livelihoods. The application of science and technology in agriculture and the construction of production models suitable to actual conditions will be focused on to increase productivity and income.
Along with socio-economic development, ideological work and propaganda continue to be promoted, aiming to eliminate the mentality of waiting and relying, building a proactive and creative spirit, and arousing the will to rise up of cadres, party members and people.
With high political determination, national consensus and clear development orientation, Luong Minh commune aims to gradually shorten the gap with other localities, improve people's lives, and build an increasingly rich, civilized and sustainable homeland.
