A commune in Nghe An border district makes a breakthrough thanks to labor export

Chieu Luu commune has become a bright spot in labor export in the border district of Ky Son. The villages and hamlets in the highlands of Nghe An have emerged with new houses, thanks to the income sent back by their children.

"Changing lives" thanks to labor export

During a recent working trip to Chieu Luu commune (Ky Son), we were excitedly told by Mr. Lo Van Cang - Chairman of the Commune People's Committee and Mr. La Van Tay - Secretary of the Commune Party Committee: For many years, the locality has considered labor export as a spearhead for ethnic minorities in the commune to have the opportunity to "change their lives". Reality has shown that hundreds of families in Chieu Luu commune have escaped poverty in the past few years thanks to labor export.

Taking us to Cu village, Khe Nan village, Lan village, Tat Thoong village... Mr. Lo Van Cang said that all 11 villages in the commune have people working abroad. Observation shows that, besides the newly completed houses, there are some houses under construction. According to Mr. Lo Van Cang, the reason why people can build houses and build spacious houses is from the money sent back from working abroad.

At Khe Nan village, we were surprised by the newly invested and upgraded house of Mr. Vi Van Den and Ms. Vi Thi Hoai. Through the story of learning about the family's labor export, Ms. Vi Thi Hoai shared: Before her husband went to work abroad, there was no stable job at home, they did whatever they were hired to do, the family's economy did not improve. 8 years ago, the local government and officials of the district's Department of Labor, War Invalids and Social Affairs promoted labor export to other countries, including Korea, and the Social Policy Bank lent 100 million VND to complete procedures and pay expenses.

After arriving in Korea, Ms. Hoai's husband was able to work as a farm worker and had a stable job. Because he is healthy, diligent and hardworking, his income has increased day by day. From 2023 until now, he has sent home 60 million VND or more each month. Not only did they pay off the bank loan, Ms. Hoai and her husband also saved up to upgrade their house worth 700 million VND, allowing them to take care of their children. From being a near-poor household 8 years ago, they have now become a well-off household in the commune.

“In 2023, when my husband came home on vacation, my husband and I upgraded this house from a low, dirt-floored 3-room wooden house, expanding the area, building solid walls, paving the floor with tiles, and building a closed outbuilding… family life is stable, there are no more poor households,” Ms. Vi Thi Hoai shared.

Pointing to the two newly built houses next door, Ms. Hoai added that the households of Mr. Vi Van My and Mr. Le Van Tang both have members who have been working abroad in Taiwan for several years. Thanks to the income from working abroad, they were able to build decent houses.

Khe Tang village is located next to National Highway 7, and is also a village with many children working abroad, so many houses have been renovated, making the village and hamlet look more spacious.

Standing in front of a solidly constructed 2-storey house with brick walls, Ms. Moong Thi Ly said that in 2023, a local business came to recruit workers to export to Taiwan, so she decided to send her 2 sons to vocational training and received state support for loans, so the family did not have to worry about finances. In Taiwan, both children have stable jobs, regularly sending home 30-40 million VND every month. Thanks to that, the family has money to invest in building a solid house and repay the loan on time.

Mr. Lo Van Cang - Chairman of the People's Committee of Chieu Luu commune said that the nature of ethnic minorities in the highlands is to live close to each other, not accustomed to being away from home, so at first it was very difficult to promote labor export. Recognizing this as the main obstacle, local leaders coordinated with the district's Department of Labor, War Invalids and Social Affairs, and labor export recruitment companies to directly meet with the people.

With the motto "slow and steady wins the race", at first only a few children went to work abroad, but then seeing that other people were doing well and sending money home every month, gradually more children followed each other to go.

In recent years, the economic, cultural and social conditions of Chieu Luu commune have changed. Partly due to the locality doing a good job in exporting labor. Every year, the amount of foreign exchange transferred to the locality has increased significantly. Therefore, many families in Chieu Luu commune have the funds to build spacious houses and buy many valuable living facilities. Their children have better conditions to go to school and study.

Due to the good performance of labor export, every year, many young people in the commune leave their hometown to work abroad. The main markets are Taiwan, Japan, Korea, etc. In addition, the commune has many workers working in companies and enterprises in provinces and cities across the country. At this time, Chieu Luu commune has 153 people working abroad. Currently, the commune has nearly 80 beautiful houses "springing up" in all the villages, which means 73 households have escaped poverty thanks to labor export. With this momentum, many more families will be able to build beautiful houses in the near future.

Attention to recruitment

Mr. Vi Van Oanh - Head of the Department of Labor, War Invalids and Social Affairs of Ky Son district said: In 2024, there will be 130 children working abroad in the district, bringing the total number of exported workers in the district to 448 people, of which Chieu Luu commune has the most with 128 people.

Through evaluating the effectiveness of labor export in recent years, it shows that most of the children have jobs and stable income, so they can not only pay off debts but also help their families escape poverty.

In order for labor export in Ky Son district to bring efficiency to the people, the District People's Committee regularly pays attention to and directs the Department of Labor, War Invalids and Social Affairs to do a good job of recruiting laborers with labor export enterprises.

Accordingly, every year, businesses entering the district to recruit laborers for export must go through the district and have a full letter of introduction from the superiors. After that, the district's Department of Labor, War Invalids and Social Affairs and labor export recruitment companies go to the grassroots to specifically propagate orders, which countries to go to, what to do, and what the salary is. With specific propaganda and guidance, and the trust of the people, after finishing high school, children switch to vocational training and language learning to go to work abroad, finding a way out of poverty for their families.

According to information from the Ky Son District Social Policy Bank Branch, for labor export loans, up to now, the total outstanding debt is more than 1.6 billion VND for 34 labor export borrowers in the entire district, of which Chieu Luu Commune alone has an outstanding debt of 657 million VND. Because children who work abroad have a stable income, they repay their debts on time every year.
