Head of the Propaganda and Mass Mobilization Department of Nghe An Provincial Party Committee chaired the approval of the Party Congresses of Muong Long, Nam Can and Chieu Luu communes.
On the afternoon of August 5, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of Nghe An Provincial Party Committee, Head of Working Group No. 7 chaired the approval of the 1st Party Congress of the communes: Muong Long, Nam Can, Chieu Luu, term 2025 - 2030.
Also attending were members of Working Group No. 7 according to the Plan of the Provincial Party Standing Committee; representatives of the Party Committee of the Provincial Party Committee, provincial departments and branches.

Improve people's lives
Muong Long is a remote mountainous commune with 13 villages and a residential area of Pha Khan, with 1,055 households and 5,302 people. The Party Committee has 21 subordinate Party cells with 319 Party members.

In the 2025 - 2030 term, the Party Committee sets the goal of improving the leadership capacity and fighting strength of the Party Committee, building a strong Party and political system; promoting democracy, comprehensive strength, developing socio-economy, ensuring national defense, security, and foreign affairs; implementing social security well; effectively promoting the potential advantages of the commune, striving to build Muong Long to increasingly develop and become an attractive tourist destination by 2030.

Nam Can is a highland border commune of Nghe An province, with a particularly important strategic position in terms of national defense - security and foreign affairs, bordering Laos. The commune has Nam Can international border gate and 2 National Highways 7A and 16 passing through. The total natural area of the commune is 147.7 km2, population of 8,808 people with 1,787 households, of which poor households account for 44.01%; the whole commune is divided into 16 villages with 4 ethnic groups living together. The commune Party Committee has 29 Party cells with 519 Party members.

With the motto "Solidarity - Democracy - Intelligence - Discipline - Breakthrough", in the 2025-2030 term, Nam Can commune sets out 3 key tasks, 2 breakthroughs and groups of solutions, striving to achieve the following goals: Average income per capita reaches from 25 to 28 million VND/person/year; building 4 villages to achieve new rural standards or higher; striving for the commune to achieve 14/19 new rural criteria by 2030; the average poverty rate reduction is 4-5% per year.

Chieu Luu is a mountainous commune in the west of Nghe An province, established on the basis of merging the natural area and population of Bao Thang commune and Chieu Luu commune of Ky Son district before. The commune has a natural area of 196.93 km2 with a population of 9,797 people, mainly Thai, Kho Mu, Kinh ethnic groups.
In the 2025-2030 term, Chieu Luu commune will take advantage of and reasonably and effectively apply the Party and State's policies and guidelines for ethnic minority areas, in conjunction with the commune's potential and advantages, striving to basically escape from being a poor and underdeveloped commune by 2030.

At the working session, members of Working Group No. 7 contributed many valuable opinions to the draft documents of the Party Congresses of the communes. The opinions focused on perfecting the congress theme, specifying the goals and key tasks, adjusting the system of development indicators and adding groups of solutions suitable to reality; and orienting the development strategy of each locality.
Identify breakthroughs clearly
Concluding the conference, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Ngoc Kim Nam acknowledged the sense of responsibility, initiative and efforts of the Standing Committees of the Party Committees of the communes in leading and directing the preparation work for the Congress, especially in the context of organizing and implementing the two-level local government, and localities affected by natural disasters and floods in July.

He emphasized that the drafting of the document needs to continue to closely follow the guidance of the Central Party Office and the Provincial Party Committee, especially in perfecting the structure and content to ensure comprehensiveness, rationality, and scientificity, in line with the practical requirements of local development after the merger in order to clearly demonstrate the orientation, goals, and solutions for the coming period, ensuring the orientation and guidance of the Congress document.

Regarding the targets, it is recommended that communes should seriously develop them, ensuring proper implementation according to Regulation 59-QD/TU dated January 15, 2025 of the Provincial Party Standing Committee, ensuring succinctness, focus, and avoiding spreading. At the same time, communes need to update the instructions of the sectors to bring them into unification, ensuring they are suitable for reality and demonstrate high determination. It is recommended that localities consider adjusting the economic growth targets in a higher direction, ensuring that they are suitable for the province's orientation.
For key tasks, breakthroughs and key solutions must be ensured to be truly close to the specific conditions and characteristics of the locality. Attention must be paid to solutions for development linkages between communes; including economic, social, environmental and border defense and security. It is necessary to clearly identify strategic breakthroughs to solve employment, maximize potentials, strengths and unique cultural values to sustainably reduce poverty, and improve the material and spiritual life of the people.

In addition, communes need to proactively exploit, integrate and effectively use resources from the National Target Program on Sustainable Poverty Reduction, the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas for the 2021-2030 period; focus on supporting people to develop their livelihoods in a sustainable manner, linked to natural conditions, production practices and potentials of each locality.
Comrade Ngoc Kim Nam also requested that the Party Committees of the communes seriously absorb all comments and suggestions at the meeting to edit and complete the congress documents on schedule, ensuring quality.
The Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission suggested that immediately after the Party Congresses of communes, the new Party Committees should focus on disseminating and widely propagating the results of the Congress; urgently develop working regulations; develop and implement programs and action plans; launch emulation movements with the spirit of innovation and creativity, overcoming all difficulties and challenges to soon bring the Congress resolution into life.
