Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department Ngoc Kim Nam chaired the approval of the Party Congresses of Tien Dong, Huoi Tu and Na Ngoi communes.

On the morning of August 5, comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Head of Working Group No. 7 chaired the approval of the 1st Party Congress of the communes: Tien Dong, Huoi Tu, Na Ngoi, term 2025 - 2030.

Also attending were members of Working Group No. 7 according to the Plan of the Provincial Party Standing Committee; representatives of the Party Committee of the Provincial Party Committee, provincial departments and branches.

Effectively exploit potentials and strengths

Tien Dong commune was established on the basis of merging Dong Van commune and Tien Ky commune. The commune party committee has 32 subordinate party cells with 521 party members.

In the 2025-2030 term, the Party Committee of the commune will unite and promote internal strength, make maximum use of all resources to effectively exploit the potentials and strengths of the commune; constantly improve the material and spiritual life of the people; by 2030, the commune will achieve 19/19 advanced new rural criteria.

Huoi Tu commune is a highland border commune with 4 ethnic groups living there, including: Mong, Thai, Kinh, Kho Mu. Of which, Mong ethnic group accounts for the largest number with more than 97%.

In the 2025-2030 term, Huoi Tu commune will focus on striving to achieve the following targets by 2030: Average income per capita reaches 20 - 25 million VND/year. New rural construction meets 15 - 17 criteria; strives for 1 village to reach the new rural finish line; 100% of inter-village roads are solidly built; the poverty rate decreases by an average of 3 - 5%/year.

Na Ngoi commune was established on the basis of merging Na Ngoi commune and Nam Can commune.

During the past term, the Party Committee of the commune focused on leading and directing the implementation of assigned political tasks and achieved the set results in all areas of social life; 16/21 targets were achieved and exceeded.

In the 2025-2030 term, the Party Committee of the commune will promote democracy, solidarity and unity within the Party; maintain the great national unity bloc; ensure national defense, security and border sovereignty; build a clean and strong cadre apparatus, Party organization and political system. Effectively implement the Party's guidelines and policies and the State's laws on socio-economic development, national defense and security associated with potentials and advantages; develop the economy, striving for Na Ngoi commune to basically escape poverty and difficulties by 2030.

At the conference, opinions from Working Group No. 7 contributed to the conference theme, technical format of document presentation, system of indicators, and planning work.

At the same time, it suggested more contents for the 3 localities to complete the Draft Political Reports; in which, it was proposed to continue completing the Draft Political Reports in the direction of clearer assessment, more clearly demonstrating the orientation, breakthroughs, goals, and solutions for the coming period, ensuring the orientation of the Congress Documents.

Creating sustainable livelihoods

Concluding the meeting, Comrade Ngoc Kim Nam, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Head of Working Group No. 7, acknowledged and highly appreciated the sense of responsibility, initiative, and efforts of the Standing Committee, Standing Committee, and Party Executive Committee of the three communes: Tien Dong, Huoi Tu, and Na Ngoi in the leadership, direction, and organization of the preparation of the congress contents in the context of having to operate the new commune-level administrative unit.

He suggested that the Standing Committees of the Party Committees of Tien Dong, Huoi Tu and Na Ngoi communes should selectively absorb the opinions of the Working Group and leaders of departments and branches to continue to complete the Political Report to be submitted to the congress in a more complete and clear manner. Accordingly, the congress theme should be reviewed briefly, with a general nature, demonstrating the goals and determination of the Party Committee of the commune in the coming term.

In particular, for Tien Dong commune, a locality with nearly 47% ethnic minorities and 5% Catholics, it is necessary to supplement the task of national solidarity and religious solidarity.

According to Mr. Ngoc Kim Nam, the goal of Tien Dong commune to achieve the new rural commune status shows the local determination. However, Mr. Ngoc Kim Nam suggested that the commune should balance the indicators such as growth rate and per capita income to be consistent with the goal of achieving the new rural commune status. At the same time, it is necessary to add solutions to promote the cultural identity of ethnic groups and develop community tourism.

For Huoi Tu and Na Ngoi communes, it is necessary to re-edit documents, topics need to be concise, condensed, supplementing situation characteristics; supplementing total product value; infrastructure planning, especially traffic infrastructure; school network planning; improving education quality, eliminating illiteracy; preserving and promoting traditional cultural identity values.

Communes need to study and add the task of "Effectively utilizing national target programs to support sustainable livelihoods, suitable to mountainous conditions and ethnic minority characteristics" to the tasks and solutions for socio-economic development in the coming period.

Emphasizing that the draft documents need to clearly demonstrate the development orientation based on the "four pillars", including four important resolutions of the Politburo (Nos. 57, 59, 66 and 68), the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission requested that communes pay attention to adding solutions on digital transformation in the spirit of Resolution 57-NQ/TW; adding the task of developing the private economy in the spirit of Resolution No. 68 - NQ/TW; in which, focusing on supporting the development of individual business households, small and medium enterprises in accordance with local conditions.

Regarding breakthroughs, communes need to consider limitations as well as strengths to better suit local development requirements.

Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department Ngoc Kim Nam also requested the three communes: Tien Dong, Huoi Tu, and Na Ngoi to soon develop an action program to put the Congress Resolution into practice.
