Floods leave 181 people dead and missing, many northern provinces deeply submerged

Heavy rains continue to occur over a large area in the northern provinces, seriously affecting people's lives. As of 7pm on September 10, at least 181 people have died or are missing due to floods.

According to the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development), as of 7:00 p.m. on September 10, storm No. 3 and the rain and floods following the storm had left 181 people dead and missing (127 dead, 54 missing, double the number of casualties yesterday).

Of which, Cao Bang has 52 people, including 19 dead and 36 missing. Lao Cai has 55 people, including 38 dead and 17 missing.Yen Bai has 40 people, including 37 dead due to landslides, 3 missing. Quang Ninh has 9 dead, Hai Phong 2, Hai Duong 1, Hanoi 1, Hoa Binh 4, Lang Son 2, Bac Giang 1 due to floods, Tuyen Quang 2 missing due to floods. Ha Giang has 2 people, including 1 dead and 1 missing. Lai Chau has 1 dead due to landslides. Phu Tho has 9 people, including 8 missing in the Phong Chau bridge collapse and 1 dead due to landslides.

The number of injured people reached nearly 800, of which the most were in Quang Ninh province with 536 people, Hai Phong 81 people, Hanoi 10 people, Lang Son 10 people, Lao Cai 14 people, Yen Bai 10 people, Cao Bang 12 people...

The Ministry of Agriculture and Rural Development said that the circulation of storm No. 3 will continue to cause heavy rain until September 11 in the northern provinces, especially the northwestern region.

Floods also caused severe damage to agricultural production, with 162,828 hectares of rice and 29,543 hectares of crops flooded; 15,959 hectares of fruit trees damaged; 1,582 aquaculture cages damaged and swept away; 1,174 livestock and 732,321 poultry dead... Quang Ninh, Hai Phong, Thai Binh, Hai Duong, and Hanoi suffered widespread power and communication outages.

Due to the long duration of the storm and the sustained intensity of the storm, very strong gusts of wind damaged 48,337 houses (concentrated in Quang Ninh 20,245, Hai Phong 13,927, Bac Ninh 3,450, Lang Son 2,929...); many shops, offices, and schools had their roofs blown off or were damaged.

Many advertising signs, telecommunications poles, and mobile broadcasting stations were broken; urban trees were uprooted and broken on the roads in Quang Ninh, Hai Phong, Hai Duong, Hanoi... Localities are continuing to review and count the damage...

Many localities are deeply flooded and have serious landslides.

On September 10, the Chairman of Yen Bai Provincial People's Committee signed Decision 1814/QD-UBND announcing a natural disaster emergency in Yen Bai province with the following situations: Heavy rain, flash floods, landslides, and inundation.

According to the report of the People's Committee of Bat Xat district (Lao Cai), the water level at hydroelectric reservoirs in the communes of Muong Hum, Nam Pung, Trung Leng Ho, Ban Vuoc, Ban Xeo is rising, and units are discharging water through the sluice gates and spillways. Heavy rain and landslides in Bat Xat district have left 10 people missing and 5 injured. However, due to the heavy rain and continued landslides on the evening of September 9, it has caused many difficulties in the search for the victims.

In Phu Tho, the river overflowed the Huu Thao dike in Phu Tho, nearly 2,000 households had to be urgently evacuated. Due to the impact of storm No. 3, the storm's circulation, the water level of the Red River flowing through Ha Hoa district (Phu Tho) reached the alarm level 3 at 28.18m, causing many areas in the district to be isolated.

Red River in Hanoi exceeds alert level 1

At 2:00 p.m., the river water level in Hanoi rose to 9.74 meters, surpassing alert level 1. It is forecasted that from now until tomorrow morning, the Red River water level in Hanoi will continue to rise rapidly, possibly reaching alert level 2, a very high level in recent years, warning of the risk of widespread flooding in low-lying areas along the river in the capital.

Floods on the Thao River through Yen Bai are still rising with consecutive records being set. By 2:00 p.m. this afternoon, the river water level in this area was 35.7 meters high, 1.28 meters higher than the record in 1968. The Thao River water level is forecast to continue rising tonight and tomorrow, remaining at a historical record level.

In addition, 5 rivers are recording water levels above alert level 3: Lo River, Cau River, Thuong River, Day River, Hoang Long River. It is forecasted that today and tomorrow, these rivers will change slowly and remain at very high levels.
