On December 26, 2024, the Government issued Decree 168/2024/ND-CP regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points (effective from January 1, 2025). In which, there is a regulation that car and motorbike drivers must turn on their lights after 6:00 p.m. Compared to the regulations of Decree 100/2019/ND-CP, the time to turn on the lights is earlier and longer, changing from 7:00 p.m. the previous day to 5:00 a.m. the following day to 6:00 p.m. the previous day to 6:00 a.m. the following day.

Specifically, at Point g, Clause 3, Article 6 of Decree 168, it is stipulated that in cases where car drivers do not use or do not use enough lights from 6:00 p.m. the previous day to 6:00 a.m. the next day or when there is fog, smoke, dust, rain, or bad weather that limits visibility, they will be fined from VND 800,000 to VND 1,000,000.
Along with that, if a car driver violates this behavior and causes an accident, he or she can be fined 20 - 22 million VND.
Point g, Clause 1, Article 7 also stipulates that drivers of motorbikes, mopeds, and similar vehicles to motorbikes and similar vehicles that do not use headlights from 6:00 p.m. the previous day to 6:00 a.m. the following day or when there is fog, smoke, dust, rain, or bad weather that limits visibility will be fined from VND 200,000 to VND 400,000.
If a motorbike driver violates this rule and causes an accident, he or she may be fined 10 - 14 million VND.
