On December 26, 2024, the Government issued Decree 168/2024/ND-CP regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, and restoration of driving license points (effective from January 1, 2025). In which, there is a regulation that car and motorbike drivers must turn on their headlights after 6:00 p.m. Compared to the regulations of Decree 100/2019/ND-CP, the time to turn on the headlights is earlier and longer, changing from 7:00 p.m. the previous day to 5:00 a.m. the following day to 6:00 p.m. the previous day to 6:00 a.m. the next day.

Specifically, at Point g, Clause 3, Article 6 of Decree 168, it is stipulated that in case a car driver does not use or does not use enough lights from 6:00 p.m. the previous day to 6:00 a.m. the following day or when there is fog, smoke, dust, rain, or bad weather that limits visibility, he/she will be fined from VND 800,000 to VND 1,000,000.
Along with that, if a car driver violates this behavior and causes an accident, he or she can be fined 20 - 22 million VND.
At Point g, Clause 1, Article 7 also stipulates that drivers of motorbikes, mopeds, motorbike-like vehicles and moped-like vehicles who do not use headlights from 6:00 p.m. the previous day to 6:00 a.m. the following day or when there is fog, smoke, dust, rain, or bad weather that limits visibility will be fined from VND 200,000 to VND 400,000.
If a motorcyclist violates this rule and causes an accident, he or she can be fined 10 - 14 million VND.
