(Baonghean.vn) – On the afternoon of December 23, the Government Office held an online conference on drug prevention and drug addiction treatment in 2016.

Prime Minister Nguyen Xuan Phuc and Deputy Prime Ministers Truong Hoa Binh and Vu Duc Dam chaired the conference.

In 2016, Vietnam's drug prevention and control work achieved important results: Propaganda, education and prevention work has been increasingly in-depth; Awareness of the harmful effects of drugs and the responsibility of prevention and control of officials and people has been raised.

The whole country discovered and investigated 20,672 cases, arrested 32,616 drug criminals, seized 876.8 kg of heroin; 152 kg of opium, 637.3 kg of marijuana; 1,030 kg and 635,681 synthetic drug pills; 20.8 kg of cocaine... (an increase of 5.6% in the number of cases, 8.1% in the number of criminals compared to the same period in 2015).

According to statistics, the country currently has 210,751 drug addicts, an increase of 10,617 people compared to 2015 (200,134 people). Of which, drug rehabilitation facilities are managing, treating, and detoxifying 28,127 people (an increase of 14,658 people); 3,566 people are undergoing community detoxification; 21,937 people are being managed after detoxification in the community; 49,964 people are being treated for opioid addiction with Methadone.

Ky Son district police broke up a drug trafficking ring from Laos, arrested two suspects Cho Cha and Gia Ruy Pua, and seized 50 heroin cakes.

In Nghe An, the situation of crime and drug abuse continues to be complicated. In the border area, there are some groups of people carrying "hot" weapons to organize illegal drug trafficking, many large drug trafficking and transportation lines from Laos. The activities of buying, storing, and organizing illegal use of synthetic drugs and crystal meth in the inland area tend to increase and become more complicated.

In 2016, the authorities discovered and arrested 1,093 cases, 1,331 subjects illegally buying, storing, and transporting drugs, destroyed 32 drug trafficking rings, seized 50.8 kg of heroin, 1.24 kg of synthetic drugs, 84,193 synthetic drug pills, 13 kg of crystal meth... (compared to 2015, an increase of 122 cases, an increase of 109 subjects).

Nghe An's drug addiction treatment work has many positive changes: The whole province currently has 6,989 addicts with controlled records; Drug addiction treatment has been organized for 2,418 drug addicts, of which 1,501 people were treated at drug addiction treatment centers. The whole province has organized treatment for 2,046 people addicted to all forms of opium with the alternative drug Methadone.

In his concluding remarks at the conference, Prime Minister Nguyen Xuan Phuc stated: Over the past time, Vietnam has taken many drastic, synchronous and continuous measures to prevent and combat drugs and drug addiction, thereby preventing and improving the situation. However, recently the drug crime situation has had complicated developments, with new types of drugs at high risk of spreading, requiring us to make more efforts.

Prime Minister Nguyen Xuan Phuc stated: Drug prevention and drug addiction treatment are key tasks of the entire political and social system.

To effectively prevent, the entire political and social system must actively participate. Drug prevention work must be directly led by Party committees at all levels. On the State side, the institution will soon be completed, the consistent orientation is to focus on the grassroots, consider drug addiction as a disease to be treated and soon establish a drug court. Ministries, sectors and localities must proactively propose measures appropriate to the situation to prevent drugs. Proactively seek capital sources, pay attention to budgeting and allocating resources to have operating funds; Early transformation of the model of social labor and education centers.

The Prime Minister requested: The Ministry of Public Security, Border Guard, and Coast Guard to proactively launch high-profile campaigns to attack and suppress drug crimes; the Ministry of Labor, War Invalids and Social Affairs to continue researching and providing guidance on determining addiction status, treatment regimens, and detoxification of new drugs; the Ministry of Health to urge and guide localities to promote the program of substitution treatment for opioid addiction with Methadone.

Implementing the Prime Minister's direction, in 2017, Nghe An continued to promote propaganda, education, and drug prevention in every commune, ward, town, residential area, and unit; directed sectors and forces to improve the quality and effectiveness of the fight against drug prevention and drug addiction treatment.
