(Baonghean.vn) - On the afternoon of January 10th, the Department of Internal Affairs held a conference to summarize its work in 2016 and plan for 2017.

The conference was attended by representatives from the leadership of relevant provincial and district/city departments, agencies, and units. Comrades Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; and Dau Van Thanh - Director of the Department of Internal Affairs, chaired the conference.

In 2016, the Ministry of Interior successfully completed its assigned tasks, particularly in the areas of organizational structure and staffing; local government building; civil servants and public employees; administrative reform; inspection and auditing; religion; and emulation and commendation…

Accordingly, the Department advised the Provincial People's Committee on the establishment, merger, consolidation, division, and dissolution of 45 units; and the regulation, adjustment, and supplementation of functions, tasks, powers, and organizational structure for 12 departments, boards, and agencies, and 9 other agencies and units.

In 2016, 34 agencies and units implemented plans to streamline staffing for the period 2015-2021; 679 people were laid off, costing 59.85 billion VND. Therefore, Nghe An was assessed by the Ministry of Interior as one of the top provinces in implementing staffing streamlining effectively.

In addition, the Department advised the relevant authorities to recruit 145 civil servants to work in state administrative agencies; implemented assignment and decentralization; and the departments, sectors, districts, cities, and towns recruited 875 public employees. The commune-level units conducted competitive examinations and selection processes for 110 people; assessed and reclassified salary grades and levels for 705 people; and granted regular and early salary increases to 1,330 administrative civil servants (including 241 who received early salary increases).

In administrative boundary management, the Department has advised on and resolved many cases promptly and in accordance with the law, resolving disputes in 44 out of 50 inter-district routes (88%) and 147 out of 175 intra-district routes (84%). Regarding administrative reform, 10 inspections of administrative reform at the district level were conducted; the district level organized 356 inspections. In 2016, inspections and audits of organizational structure were conducted in 7 agencies and units.

In implementing its tasks for 2017, the Department of Internal Affairs identified shortcomings and difficulties and set forth 18 key tasks with 10 implementation solutions.

Accordingly, the Department of Internal Affairs advises the Provincial People's Committee to continue consolidating and streamlining the organizational structure of specialized agencies at the provincial and district levels, ensuring a rational staffing level; effectively implement the policy of downsizing the workforce and restructuring the civil servant and public employee workforce; advise on resolving the issue of surplus teachers and rectifying labor contracts in accordance with Directive 30/CT-UBND of the Nghe An Provincial People's Committee; implement the 2017 administrative reform plan across all six tasks; prioritize training and fostering the staff and civil servants at the commune level; advise on rectifying and improving administrative discipline, public service culture, and codes of conduct for civil servants and public employees…

They also shared experiences and best practices from their respective agencies and units to effectively carry out assigned tasks in the field of internal affairs, such as: improving the quality of civil servants and public employees in Vinh City; reorganizing the health sector's organizational structure; best practices in emulation and reward work by the Provincial Inspectorate; implementing administrative reform in Quynh Luu district; reorganizing the district-level apparatus and streamlining personnel in Tuong Duong district…

Comrade Le Minh Thong - Member of the Standing Committee, Vice Chairman of the Provincial People's Committee, speaking at the conference, expressed his wish that the Department of Internal Affairs would further build upon its achievements and advise all levels of government on resolving cases and issues of public concern in accordance with the law.

Speaking at the conference, Comrade Le Minh Thong - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - acknowledged the achievements of the Department of Internal Affairs in 2016, especially in advising on the organization of the government apparatus at all levels; organizing elections for the National Assembly and People's Councils at all levels; resolving administrative boundary disputes;...
