(Baonghean.vn) - On the afternoon of January 10, the Department of Home Affairs held a conference to summarize the work of 2016 and deploy tasks for 2017.

Attending the conference were representatives of leaders of departments, branches, sectors, units at the provincial level and related districts, cities and towns. Comrades Le Minh Thong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Dau Van Thanh - Director of the Department of Home Affairs chaired the conference.

Comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs presented a report summarizing the work in 2016 and deploying the tasks in 2017 of the Department of Home Affairs.

In 2016, the Home Affairs sector successfully completed its assigned tasks, especially in the fields of organizational structure, staffing; local government building; civil servants and public employees; administrative reform; inspection; religion and emulation and rewards...

Accordingly, the Department has advised the Provincial People's Committee to establish, merge, consolidate, separate, and dissolve 45 units; regulate, adjust, and supplement the functions, tasks, powers, and organizational structure of 12 departments, branches, and 9 agencies and units.

In 2016, 34 agencies and units implemented the project of streamlining the payroll for the period 2015 - 2021; 679 people were streamlined with the amount of 59.85 billion VND. Therefore, Nghe An was assessed by the Ministry of Home Affairs as one of the top provinces that performed the best in streamlining the payroll.

In addition, the Department has also advised all levels to receive 145 civil servants to work at state administrative agencies; to carry out assignment and decentralization; departments, branches, districts, cities and towns have received and recruited 875 civil servants. Commune-level units have recruited and examined 110 people; assessed and transferred ranks and salary levels for 705 people; and regularly increased salaries and increased salaries ahead of schedule for 1,330 administrative civil servants (of which 241 people received salary increases ahead of schedule).

In administrative boundary management, the Department has advised on timely and lawful resolution of many cases, resolving disputes in 44/50 extra-district routes (88%), and 147/175 intra-district routes (84%). Regarding administrative reform, 10 district-level administrative reform inspections have been conducted; 356 district-level inspections have been organized. In 2016, the organizational structure of 7 agencies and units was inspected.

Deploying the 2017 tasks, the Department of Home Affairs determined to overcome limitations and difficulties and proposed 18 key tasks with 10 implementation solutions.

Accordingly, the Department of Home Affairs advised the Provincial People's Committee to continue to improve and reorganize the apparatus of specialized agencies at the provincial and district levels to be streamlined and have reasonable staffing; effectively implement the policy of streamlining staffing and restructuring the team of civil servants and public employees; advise on resolving the situation of surplus teachers, rectifying labor contracts according to Directive 30/CT-UBND of the People's Committee of Nghe An province; deploy the 2017 administrative reform plan on all 6 tasks; prioritize training and fostering the team of commune-level cadres and civil servants; advise on rectifying and improving discipline, administrative discipline, public service culture, code of conduct of civil servants and public employees...

At the conference, delegates had many opinions, discussed and contributed to the tasks of the sector in 2017; at the same time, delegates also shared their work experiences and activities of their agencies and units to effectively perform assigned tasks in the field of internal affairs such as: improving the quality of civil servants and public employees in Vinh City; reorganizing the apparatus of the Health sector; good practices in emulation and commendation work of the Provincial Inspectorate; implementing administrative reform work of Quynh Luu district; reorganizing the district-level apparatus and streamlining the payroll of Tuong Duong district...

Comrade Le Minh Thong - Member of the Standing Committee, Vice Chairman of the Provincial People's Committee spoke at the conference, hoping that the Department of Home Affairs would further promote the achieved results, advise authorities at all levels to thoroughly resolve cases and issues of public concern in accordance with the law.
