Attending the ceremony, on the Central side were comrades: Nguyen Sinh Hung - former member of the Politburo, former Chairman of the National Assembly; Vuong Dinh Hue - Member of the Politburo, Deputy Prime Minister, Head of the Steering Committee for National Target Programs; Nguyen Xuan Thang - Secretary of the Party Central Committee, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Nguyen The Ky - Member of the Party Central Committee, General Director of the Voice of Vietnam; representatives of leaders of ministries, branches, and central agencies; representatives of leaders of the IV Military Region Command, leaders of the three provinces of Thanh Hoa, Ha Tinh, and Yen Bai.

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee; representatives of provincial departments, branches and sectors.

After 7 years of implementation, with the support of the Central Government, the province and the efforts, determination and creativity of the Party Committee, the government and all classes of people in the district, Nam Dan has completed the criteria of a new rural district and has been recognized by the Prime Minister.new rural standards

Through the construction of new rural areas, the district's economy has developed quite comprehensively in the fields of agriculture, industry - construction, trade - services; with an average growth rate of 9.5%/year.

The socio-economic infrastructure has been invested and built quite synchronously, meeting the development requirements and serving the people's needs. In 7 years of building the new rural area, Nam Dan district has mobilized more than 1,503 billion VND, of which the people contributed 346.7 billion VND, accounting for 22.65% to build 874 km of roads; 38 high-rise schools; 17 medical stations; 19 offices; 17 commune and town cultural houses; newly built and upgraded 330/330 hamlet and block cultural houses.

The cultural and social fields are focused with many improvements. Nam Dan Medical Center has been recognized as a satellite unit of Bach Mai Hospital.

Speaking at the ceremony, Deputy Prime Minister Vuong Dinh Hue acknowledged the efforts of Nam Dan and Nghe An province in building new rural areas, making important contributions to the country's overall achievements in the cause of developing agriculture, farmers and rural areas.

The Deputy Prime Minister affirmed that building a new rural area is a central, regular and long-term task to realize the goal of "rich people, strong country, democracy, equality and civilization" in the fields of agriculture, farmers and rural areas.

The Government's recognition of the district as meeting the standards of a new rural area is a great joy and honor, but it is only the first step for the Party Committee and people of Nam Dan district to continue to improve the new rural area criteria and organize the implementation of the project to build a model new rural area - 1 of 4 districts nationwide selected by the Central Steering Committee to pilot the construction of a model new rural area.

Comrade Vuong Dinh Hue emphasized the political position of Nam Dan district. To be worthy of President Ho Chi Minh's homeland, the Party Committee and people of Nam Dan must strive to soon become a model new-style rural district, and Kim Lien commune must become a model new-style rural commune.

Besides the support of the Central Steering Committee, central ministries, branches and Nghe An province, Deputy Prime Minister Vuong Dinh Hue also affirmed that the determination, efforts, creativity, and effective methods of the Party Committee and people of Nam Dan district, with the role of the people as the main subject, are the decisive factors to soon achieve that goal.

Therefore, first of all, the Party Committee, government and political system must arouse the spirit of patriotism, self-reliance, self-improvement, innovation, creativity and always moving forward among farmers.

To practically move towards the 50th anniversary of the implementation of President Ho Chi Minh's Testament in 2019 and the 130th anniversary of his birth in 2020, Deputy Prime Minister Vuong Dinh Hue hopes that the Party Committee and people of Nam Dan district will make determined efforts to make breakthroughs, build Nam Dan into a livable countryside, build a stable, harmonious, democratic countryside, constantly improve the material, cultural and spiritual life of the people, and soon achieve the goal of a model new-style rural district before 2025.

At the ceremony, Chairman of the Provincial People's Committee Nguyen Xuan Duong delivered a speech and assigned responsibility to the Party Committee and people of Nam Dan district to effectively implement the project to build Nam Dan district into a model new rural district; a national tourist center by 2025.
