On the morning of August 25, the Chairman of the People's Committee of Dien Phong commune issued a decision to administratively sanction DVS (born in 1983) residing in Dong Ho hamlet, Dien Phong commune, with a fine of 2 million VND for the act of "Not implementing personal protective measures for people at risk of contracting epidemic diseases according to the provisions of law" as prescribed in Point a, Clause 1, Article 12 of Decree 117/2020/ND-CP dated September 28, 2020 of the Government on administrative sanctions for violations in the health sector.

At the meeting, after being explained, informed, and reminded, DVS realized his inappropriate behavior, realized that his personal actions affected his relatives and family, DVS wrote a report, admitted his mistakes, and hoped that the authorities and public opinion would sympathize and consider allowing him to correct his wrongdoings.

In the report, DVS wrote, "I hope the authorities and the public will sympathize with my mistakes and consider allowing me to correct my wrongdoings."

Previously, on the afternoon of August 24, a working group of Dien Phong Commune Police (Dien Chau) patrolled and discovered DVS (born in 1983), residing in Dong Ho hamlet, Dien Phong commune, out on the street without an essential reason.

During the inspection, DVS could not present any documents proving that it was necessary to go out.
