(Baonghean.vn) - That was the direction of comrade Le Xuan Dai, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee at the conference summarizing 2 years of piloting the Bailiff institution in the province.

Implementing the Government's pilot project on the Bailiff system, the province established two Bailiff offices in Vinh city and Dien Chau. By the end of 2015, the two Bailiff offices had served 25,794 documents, collecting more than 2 billion VND; established 60 records, collecting 69.5 million VND; verified the conditions for execution of judgments in 16 cases, collecting 89 million VND; and organized the execution of judgments in 13 cases, collecting more than 401 million VND.

To implement the pilot, the Provincial People's Committee has established a Steering Committee, issued many guiding and urging documents; sent officials to attend training courses to enhance implementation capacity and professional skills for officials, civil servants, bailiffs and professional secretaries.

After 2 years of implementation, the implementation of the Party's policies, the National Assembly's Resolution and the Government's project on continuing to implement the Bailiff institution has been seriously implemented by all levels and sectors. Propaganda work has initially achieved some positive results. Offices have initially stabilized in terms of organization and operation...

However, the pilot implementation of the Bailiff institution still has shortcomings and limitations such as: Party committees, authorities, sectors, cadres and people have not properly recognized their roles and responsibilities, so coordination and implementation are limited; the team of Bailiffs and staff has limited capacity and is lacking; the content of propaganda is not extensive and timely, the forms of propaganda are not diverse and rich; the fee for serving documents is still low compared to the actual situation...

Up to now, the National Assembly has issued Resolution No. 107/2015/QH13 officially implementing the Bailiff institution. Therefore, the Provincial People's Committee has issued a plan to implement the Resolution. In which, the Provincial People's Committee has developed key tasks and specific contents and programs. From there, fully assign tasks to departments, branches and units so that the Bailiff institution operates more and more effectively.

Ms. Nguyen Thi Que Anh, Deputy Director of the Department of Justice, presented a report summarizing 2 years of implementing the Bailiff regime.

Mr. Nguyen Van Kha, Head of the Vinh City Bailiff Office, proposed directing departments, branches and units to strengthen coordination with the Bailiff Office in the coming time.

Concluding the conference, Mr. Le Xuan Dai, Standing Vice Chairman of the Provincial People's Committee, suggested that in the coming time, the plan should be continued to improve the operational efficiency of the two Bailiff offices; the units need to improve coordination to create the best conditions for the Bailiff offices to operate effectively.
