Basically, grassroots party cells have fully subscribed to Party newspapers and used them effectively, with some units ordering enough and exceeding their quotas. However, since the beginning of the third quarter of 2016, there are still some party cells that have not seriously implemented Directive 11 of the Politburo on purchasing and using Party newspapers, mainly concentrated in the block of school party cells.
