Nghe An: In 6 months, over 45 thousand poor households have access to policy loans

(Baonghean.vn) - On the morning of July 27, comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee, Head of the Board of Directors' Representative Board chaired the Conference to evaluate the performance of the first 6 months of the year and deploy tasks for the last 6 months of 2018 of the Provincial Social Policy Bank.

According to the report of the Provincial Social Policy Bank, by the end of June 2018, there were 19 credit policy programs being implemented in the province, with a total capital of nearly VND 7,625 billion, an increase of VND 413 billion compared to the beginning of the year, a growth rate of 5.72%.

Loan turnover in the first 6 months of the year reached nearly 1,464 billion VND (up 7% over the same period last year).

Over 45,500 poor households, near-poor households and other policy beneficiaries have received loans from policy credit sources to invest in production, business and other essential needs.

Total outstanding debt reached nearly 7,613 billion VND, an increase of 413 billion VND compared to the beginning of the year, the growth rate of outstanding debt reached 5.74%. Most of the programs and plans have completed the central outstanding debt plan targets assigned by June 30; in which some programs with high outstanding debt growth such as: near-poor households, newly escaped poverty households, production and business households in difficult areas...

Credit quality continues to be tightly controlled and stable. Accordingly, up to now, the rate of on-time debt collection has reached 73%, an increase of 18% compared to the end of 2017; the bad debt ratio has decreased…

At the conference, delegates focused on discussing solutions to solve difficult and stuck problems such as: urging policies to be entrusted through social policy banks, overdue debts, difficulties in debt collection, solutions to inspect, monitor, and urge units that do not operate well, promoting the effectiveness of loan capital...

Speaking at the conference, Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai highly appreciated the performance results of the second quarter and the first 6 months of the Social Policy Bank, Nghe An branch, and pointed out the shortcomings that need to be overcome in the coming time.

On that basis, comrade Le Xuan Dai requested the Board of Directors to effectively direct the implementation of Directive 29-CT/TU of the Provincial Party Committee and Plan No. 463/UBND - KH of the Provincial People's Committee in advising local Party committees and authorities to pay attention to allocating resources entrusted to the VBSP in 2018 according to the central targets. At the same time, assign the target of mobilizing budget capital in 2019 according to the direction of the VBSP.

It is recommended that the VBSP take advantage of central capital sources, focus on mobilizing deposits and actively collecting due debts; organize timely disbursement of capital sources to meet capital needs for poor households and policy beneficiaries; ensure the completion of credit plan targets assigned by superiors, and ensure the target of minimum outstanding loan growth of 7% (equivalent to 100 billion VND from now until the end of the year). In particular, pay attention to directing the successful implementation of new credit programs.

The Department of Finance is assigned to coordinate with the Provincial Social Policy Bank to propose timely solutions to remove difficulties in allocating budget capital entrusted to the districts through the Social Policy Bank to lend to poor households and policy beneficiaries.

Members of the Representative Board need to coordinate in inspecting and supervising the activities of district-level transaction offices and entrusted organizations, ensuring that capital is disbursed to the right subjects and for the right purposes./.
