Nghe An Electricity Company urgently deploys response plans for storm No. 10

Nghe An Power Company (PC Nghe An) has deployed synchronous and proactive plans to respond to storm No. 10 (Bualoi), determined to ensure labor safety, power system safety and quickly handle possible power grid incidents.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 10 (Bualoi) will make landfall in the area from Thanh Hoa to Northern Quang Tri, including Nghe An province.

Storm No. 10 is strong, moves quickly, has a wide range of influence, and poses a level 4 natural disaster risk, with the strongest wind near the storm center at level 11-12 (103-133km/h), gusting to level 15, accompanied by very heavy rain, which can cause a combination of many types of impacts, with a high risk of flash floods, landslides, tornadoes, etc.

Immediately after receiving forecast information about storm No. 10, Nghe An PC issued a document directing and guiding its subordinate units to urgently activate plans to prevent and combat natural disasters, ensure safe operation of the power grid, and improve reliability. Request subordinate units to proactively monitor and grasp storm information on mass media. Organize on-duty response, promptly handle situations, ensure power supply, ensure absolute safety for the workforce, power grid assets, works and electrical safety among the people.

On the morning of September 27, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) of Nghe An Power Company, chaired by Mr. Pham Cong Thanh - Director of the Company, held an online meeting connecting with 20 points of affiliated units, conducting a comprehensive review of the implementation of response plans for storm No. 10 (Bualoi).

At the online meeting, the Company's Board of Directors requested its affiliated units to report on the current grid operation situation and the implementation of readiness to respond to storm No. 10.

Accordingly, the Regional Power Management Teams (R&D Teams) and the High Voltage Grid Operation Management Enterprise have inspected and reinforced key locations at risk of landslides, incidents, and unsafe operations when storms hit the area; and cut down trees at risk of falling onto power lines...

At the same time, organize inspections of vehicles, spare materials, communication equipment and human resources to respond to wind, rain, flash floods, landslides that often occur in mountainous communes and flooded areas in coastal plain communes; propagate, warn and advise people on mass media about electrical safety during storms.

The subordinate Power Management Teams have been reviewing the entire power supply system for flood control pumping stations, paying special attention to large capacity pumping stations with backup plans, prioritizing important local loads such as storm prevention command agencies, hospitals, medical centers, etc. When an incident occurs, all resources are concentrated to handle it as soon as possible.

Nghe An Electricity Company has also established working groups led by the Company's Board of Directors to promptly go directly to the scene to inspect and urge the preparation for disaster prevention and control and search and rescue, assigning specific tasks to departments and offices to organize on-duty until the storm's circulation ends.

The Board of Directors of PC Nghe An directed its affiliated units, before the storm makes landfall, to continue to review and handle vulnerable points that pose a risk of insecurity; work with local authorities in the area, notify households using electricity to coordinate in cutting down trees and pruning branches to minimize damage to the power grid due to trees falling on power lines as well as the wires behind the customer's meter. Assign specific duty schedules to all officers and employees, arrange spare materials, vehicles, medicine and food to respond promptly to incidents caused by the storm.

After the storm, before re-energizing flooded areas, it is necessary to check with the spirit of safety, then re-energize. Units must comply with the 4-on-the-spot motto: "On-site command; On-site forces; On-site materials and means; On-site logistics". Proactively tie down and secure houses, warehouses, doors, windows of the office, cover working vehicles, office equipment and other structures.

Mr. Pham Cong Thanh - Director of Nghe An Power Company said: "In the face of the complicated developments of storm No. 10 (Bualoi), Nghe An Power Company has been proactively and urgently implementing PCTT & TKCN plans in accordance with the direction of the Northern Power Corporation as well as the People's Committee of Nghe An province. The Company has built and fully updated plans to respond to natural disasters at each level.

The work of checking and reinforcing the power grid, transformer stations, electric poles and drainage systems at headquarters and stations has been carried out. At the same time, human resources, materials, equipment and smooth communication systems have been arranged, ready to respond quickly to any situation that may arise.

The highest goal is to ensure absolute safety for workers, safety for the power grid system and quickly fix problems (if any) to soon restore power to serve the people. PC Nghe An commits to closely monitor the storm's developments, closely coordinate with local authorities and functional agencies to be proactive in prevention and control work and be ready to mobilize support forces when required."

Storm No. 10 (Bualoi) is predicted to cause great damage to the power grid system in the whole province. The Board of Directors of PC Nghe An has given timely and drastic instructions to respond to the storm situation.
