Nghe An: Discussing solutions to improve investment environment and attract businesses
(Baonghean.vn) - On the morning of June 14, Ho Chi Minh National Academy of Politics and Nghe An Provincial Party Committee organized a scientific workshop "Factors affecting investment attraction of enterprises in Nghe An province".
Also attending were leaders of units under the Ho Chi Minh National Academy of Politics; leaders of political schools in the North Central region, and leaders of departments, branches and sectors of Nghe An province.

Important hints toNghe An continues to improve investment environment
Speaking at the opening of the workshop, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that the Resolution of the 19th Provincial Party Congress set the goal of striving for Nghe An to become a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030. In particular, the Resolution identified one of the three breakthroughs as strongly improvingbusiness investment environmentassociated with administrative reform, enhancing the application of information technology in management and operation.

Attracting business investment is identified as a key task, but besides the achieved results, investment attraction is not commensurate with the potential and development advantages of Nghe An province. Therefore, the Workshop is a valuable opportunity to fully recognize and evaluate the potential and advantages of Nghe An; share and learn more business experiences from other provinces, experts, scientists, and leading managers on attracting business investment after the Covid-19 pandemic.
Through this, the province also recognized and re-evaluated the leadership and direction of investment attraction, analyzed and evaluated to clarify the current situation, difficulties and obstacles, drew valuable experiences, good practices, and proposed synchronous and breakthrough solutions to improve the effectiveness of investment attraction. The contents of the workshop will be distilled and directly serve the construction of reports assessing the results of 10 years of implementing Resolution No. 26 - NQ/TW of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020.

Speaking at the workshop, Associate Professor, Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, said that the presentations and discussions of the workshop will provide useful and practical information, valuable experiences, and important suggestions for Nghe An province to continue to strongly improve the investment and business environment; in order to successfully implement the goals set out in the Resolution of the 19th Provincial Party Congress, contributing to creating a "Lam River miracle", bringing Nghe An to rapid and sustainable development.
Many solutions to promote investment attraction
The workshop listened to the enthusiastic and responsible opinions of scientists and managers on the factors affecting the attraction of investment of enterprises in Nghe An province. In addition to the results achieved in improving the business investment environment, building infrastructure, developing human resources, investment promotion activities, etc., delegates also said that the results of investment attraction are not commensurate with the development potential of Nghe An province. The planning has not closely followed the investment needs, socio-economic development, the efficiency of investment attraction and land use is not high, has not attracted many large-scale projects, modern technology, creating momentum for the development of the province. Administrative reform work in the province still has limitations. There are still many investment projects whose compensation and site clearance progress has not met the requirements, many problems arising in the process of compensation and site clearance of projects affect investment attraction.
At the workshop, the presentation of Dr. Le Xuan Sang - Deputy Director of the Institute of Economics also analyzed the existing limitations, difficulties and challenges in improving the business investment environment, building infrastructure, developing human resources, investment promotion activities... to attract investment from enterprises in Nghe An province. Based on the results of the announcement of the Provincial Competitiveness Index PCI, Dr. Dau Huong Nam, Deputy Director of the Center for International Knowledge Sharing, Ho Chi Minh National Academy of Politics, said that there is still a lack of consistency in implementation; that is: Lack of consistency between policies, will and implementation; consistency between policies from year to year, policy changes have not created peace of mind for businesses; consistency between superiors and subordinates. The presentations pointed out the reasons for the achievements and the limitations and difficulties in improving the investment and business environment, building infrastructure, developing human resources, investment promotion activities, etc. to attract investment from enterprises in Nghe An province. At the same time, they shared the experiences in attracting investment from enterprises in Thanh Hoa, Da Nang, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue provinces, etc. to replicate in other localities that Nghe An can refer to in order to more effectively attract investment from enterprises in the province.
The presentations and speeches also spent a lot of time and effort exchanging and discussing solutions to attract large-scale projects with development motivation, towards sustainable development, attracting green investment, actively participating in the fourth industrial revolution, and promoting digital transformation.
In his closing remarks at the workshop, Associate Professor Dr. Hoang Van Hoan - Deputy Director of the Regional Political Academy 1 acknowledged and highly appreciated the opinions of the delegates; and emphasized: How to effectively attract business investment in Nghe An province towards sustainable development in the coming time is an issue that continues to be raised for us. Nghe An province really hopes to receive the attention of relevant levels, sectors, central leaders, and leaders of localities of the province to step up the direction and orientation of this activity.
Nghe An needs to improve planning, build e-government, review and classify administrative procedures, remove unnecessary procedures, and respond online to limit contact between businesses and civil servants...
Through the discussion of tasks and solutions that Nghe An needs to implement, Associate Professor, Dr. Hoang Van Hoan affirmed that in the coming time, attracting investment from enterprises to Nghe An province in the direction of sustainable development will certainly need to be further promoted. The valuable contributions of scientists and delegates at the workshop are the basis for Nghe An province to build appropriate policies, mechanisms and strategies to continue attracting investment from enterprises in the coming time, contributing to the socio-economic development of the province.
