In implementation of Resolution No. 09-NQ/TU dated August 5, 2022, of the Provincial Party Committee on the digital transformation of Nghe An province by 2025, with orientation to 2030 (Resolution No. 09-NQ/TU), the People's Committee of Nghe An province has issued Plan No. 586-/KH-UBND on the digital transformation of Nghe An province by 2025.
The purpose of this Plan is to concretize tasks in the 2022-2025 period, successfully implement the targets and tasks of Resolution No. 09-NQ/TU; and create a foundation for the 2026-2030 period. It aims to raise awareness among sectors and levels, create a breakthrough in digital transformation and the development of digital government, promote administrative reform, and create momentum for sustainable socio-economic development in the province.

The plan requires leaders and all officials and civil servants of agencies, units, and governments at all levels to recognize that digital transformation, the development of digital government, smart cities, and the digital economy towards a digital society are important and ongoing tasks, and are factors ensuring the successful implementation of breakthroughs in administrative reform and the province's socio-economic development strategy.
The focus and priority of digital transformation tasks should be prioritized in each sector, within the development plans, projects, and programs of each industry and locality. Priority should be given to digital transformation in the development of digital government, especially in providing services to citizens and businesses such as education, healthcare, investment, transportation, agriculture, industry, resources, and environment. Furthermore, digital transformation should be prioritized in economic development, moving towards a digital economy.
Accelerate the digitalization process in departments, agencies, and localities to build a shared provincial database, serving administrative reform and socio-economic development.
The implementation contents include: Developing digital government; Developing digital infrastructure; Developing human resources for digital transformation; Gradually developing the digital economy, building smart cities, and moving towards a digital society; Ensuring information security.
