Nghe An: Hundreds of student cards illegally mortgaged
(Baonghean.vn) - On March 29 and 31, the Social Order Police Team - Vinh City Police (Nghe An) discovered and handled 2 pawnshops in Ha Huy Tap ward that pawned hundreds of student cards, identity cards, driver's licenses... in violation of regulations.

On March 29, the working group of the Social Order Police Department inspected the pawn shop owned by Ms. Nguyen Thi Huyen (born in 1963), residing at K1, Ha Huy Tap Ward. Thereby, they discovered and caught Ms. Huyen holding illegal mortgage contracts such as student cards, identity cards, motorcycle registration papers, driver's licenses, etc.
When requested by the working group, Ms. Huyen handed over 126 student cards of various types, 274 identity cards, 4 motorcycle registration papers, 6 driver's licenses and several other documents.

At 9:00 a.m. on March 31, the working group continued to inspect and discovered that the pawn shop of Mr. Nguyen Van Do (born in 1970, residing at K2, Ha Huy Tap Ward) located on Ho Tong Thoc Street had pawned 28 student cards, 31 identity cards and a number of student loan contracts.
It is worth mentioning that Mr. Nguyen Van Do's business establishment operates "illegally", without a certificate of eligibility for security and order to conduct conditional business; the establishment is not equipped with fire prevention and fighting equipment and does not post fire prevention and fighting regulations as prescribed.
According to Lieutenant Colonel Nguyen Thi Thanh Hoa - Captain of the Social Order Police Team, according to the law, pawnshops are not allowed to pawn documents such as student cards, identity cards, and driver's licenses.

It is known that the total amount of money that students mortgaged and borrowed from these two establishments is nearly 700 million VND. These students mainly study at the Vietnam – Korea Technical College and neighboring secondary schools.
“Most of the students at universities and colleges in the city come from rural areas. If not strictly managed, the pawning of personal documents will cause social consequences. Vinh City Police will suspend the operations of unqualified pawnshops; force licensed pawnshops to commit to conducting business in accordance with the law. In addition, they will work with wards, communes, universities, colleges and vocational schools in the area to strengthen management…” - Lieutenant Colonel Nguyen Thi Thanh Hoa affirmed.
