Nghe An spends nearly 700 billion VND to prevent and fight Covid-19 and support people

(Baonghean.vn) - In the first 6 months of 2020, Nghe An Provincial People's Committee spent 87.1 billion VND on Covid-19 prevention and control funds and 609.94 billion VND on supporting subjects according to Resolution No. 42/NQ-CP of the Government.

BUDGET REVENUE IN 6 MONTHS IS ESTIMATED AT NEARLY 7,000 BILLION VND

At the meeting, Mr. Nguyen Xuan Hai - Director of the Department of Finance presented a report on the implementation of the State budget revenue and expenditure estimates in the first 6 months of the year, tasks and solutions for the last 6 months of 2020.

State budget revenue in the area in the first 6 months of the year is estimated at 6,964.5 billion VND, reaching 45.8% of the estimate and equal to 94.4% compared to the same period in 2019. Meanwhile, the estimate assigned by the Provincial People's Council is 15,216 billion VND.

Of which, domestic revenue for the first 6 months is estimated at 6,454.5 billion VND; revenue from import and export activities is estimated at 510 billion VND; district budget revenue for the first 5 months is 51.7% of the estimate assigned by the Provincial People's Council.

According to the leaders of the Department of Finance, the budget revenue for the first 6 months of 2020 is expected to not reach the progress estimated by the Provincial People's Council. The reason is due to the impact of the Covid-19 epidemic, so the revenue from import and export activities and domestic revenue after excluding land use fees and lottery revenue will not reach the expected progress.

“Some revenue items with large proportions such as revenue from central enterprises, revenue from non-state industrial, commercial and service sectors and land rent are greatly affected. At the same time, the Government has extended the tax payment deadline for the above-mentioned revenues according to Decree No. 41/2020/ND-CP dated April 8, 2020, which will affect the State budget revenue in 2020,” said Mr. Hai.

Regarding budget expenditure, in the first 6 months of 2020, it is estimated that 14,222.6 billion VND was implemented, reaching 52.4% of the estimate assigned by the Provincial People's Council. Of which, development investment expenditure was 4,885 billion VND, regular expenditure was 8,923.6 billion VND.

In the first 6 months of 2020, the Provincial People's Committee spent 87.1 billion VND on Covid-19 prevention and control; 92.9 billion VND on African swine fever prevention and control. In particular, the budget to support subjects under Resolution No. 42/NQ-CP dated April 9, 2020 of the Government on measures to support people facing difficulties due to the Covid-19 pandemic is 609.94 billion VND.

In addition, despite drastic implementation of tax debt collection measures, tax debt remains high due to the impact of the pandemic on the ability to pay taxes on time, with tax debt as of April 30, 2020 being VND 1,497 billion.

Speeding up the disbursement of public investment capital

Regarding this content, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the Covid-19 epidemic has negatively impacted the economy of the whole country in general and Nghe An in particular. In such a context, the budget collection situation has achieved positive results.

The Chairman of the Provincial People's Committee also assessed that the budget expenditure was more positive, but this was also a difficulty for the financial sector. In particular, there were two very large, unforeseen expenditures in the expenditure estimate: expenditures to prevent and fight the Covid-19 pandemic and to implement social security according to Resolution 42 of the Government.

Regarding the expenditure for development investment, comrade Nguyen Duc Trung suggested focusing on disbursement for public investment. The Department of Planning and Investment must coordinate with the Department of Finance to encourage departments, branches and localities with public investment projects to perform this work well.

Regarding the solutions and tasks of budget collection in the last 6 months of 2020, the Chairman of the Provincial People's Committee said that he sympathized with the difficulties of the Finance sector. Regarding budget expenditure, he agreed with the solutions proposed by the Department of Finance. In particular, ensuring expenditure according to the collection progress.

“Localities and sectors with low disbursement rates must report to the Provincial People's Committee for timely handling. How can we ensure the disbursement of all public investment capital in 2020? We have many key projects lacking capital. If we do well, we will be interested in capital allocation."

"In the coming time, focus on allocating funds for social security and epidemic prevention work. Save on unnecessary purchases, speed up payment procedures to speed up the disbursement of public investment capital. The Provincial People's Committee will not issue mechanisms and policies that increase spending from now until the end of the year, except in special cases under the direction of the Provincial Party Committee and the Provincial People's Council," affirmed Chairman of the Provincial People's Committee Nguyen Duc Trung.
