The Department of Education and Training has just issued a document guiding the management of revenues and expenditures in public educational institutions in Nghe An province for the 2020-2021 school year.
Accordingly, this school year there are 3 forms of collection and contribution. In which, the prescribed collections include: Tuition; Parking fees at schools; Student health insurance.

In addition, there are some amounts collected in the form of agreement and voluntary. In which, the agreed contribution includes: Extra teaching, extra learning; Organizing childcare on holidays in public kindergartens; General vocational education activities in vocational education centers - continuing education centers, continuing education centers; Organizing boarding in public kindergartens, primary schools, drinking water for students; Teaching 02 sessions/day at primary level.
The revenue is implemented in the form of voluntary contributions including: Funding for educational institutions; Operating expenses of the Parents' Representative Board; Youth Union and Young Pioneer Fund.
For agreed-upon collections, the Department directs the Department of Education and Training to coordinate with the District-level Finance and Planning Department to review the collections proposed by schools to suit the actual situation of each locality and each unit according to the management hierarchy (not equalizing collection levels), to submit to the District-level People's Committee for written agreement before implementation.
For collection and payment on behalf of others, the Department of Education and Training is responsible for guiding schools to organize the collection of consensus from parents for implementation. In addition, all collections must be fully notified to each parent in writing or publicly posted at the unit (clearly stating the content of the collections, collection levels, subjects and purposes of use, and payment content).
Regarding this document, the Department of Education and Training also requested public educational institutions to seriously implement documents on revenue and expenditure at the beginning of the school year.

The Department of Education and Training will also strengthen inspection and examination of the revenue and expenditure situation at the beginning of the school year at educational institutions, promptly correct the situation of over-collection and illegal collection, and handle or propose strict handling of cases of intentional violation of regulations.
At the same time, the hotline number will be publicly announced so that people and parents can promptly report any illegal revenue and expenditure.
In particular, the implementation process must extend the collection time and not collect multiple fees at the same time. It is recommended to exempt or reduce the above fees (in addition to tuition fees) for students from families with preferential policies or those with economic difficulties.
Regarding the collection and expenditure at the beginning of the school year, Mr. Thai Van Thanh - Director of the Department of Education and Training also said: This school year, the Department thoroughly informed each facility about the collection and expenditure according to regulations and strictly inspected the implementation in schools. During the implementation process, if any violations occurred, strict handling would be done to minimize the situation of overcharging in schools.
