Nghe An: Proactively arrange and assign redundant commune Vice Chairmen

(Baonghean.vn) - That is the opinion of comrade Dau Van Thanh - Director of Nghe An Department of Home Affairs, explaining the recommendations of localities on solutions to resolve the number of redundant Vice Chairmen of communes according to the Law on Organization of Local Government.

According to the Law on Organization of Local Government, the number of Vice Chairmen (PC) of People's Committees at all levels starting from the 2016-2021 term will have to be reduced compared to current regulations. According to statistics, Nghe An has a total of 198 communes with excess Vice Chairmen of People's Committees, of which 25 PCs are implemented according to the Government's Project of 600 enhanced PCs of communes, which will continue to be implemented until June 2017.

To properly implement the Law on Organization of Local Government, districts and communes in the province have developed plans for the arrangement and assignment of cadres, such as transferring them to higher-level civil servant positions, transferring them to Vice Chairman of the Commune People's Council, and positions of mass organizations and commune civil servants.

In which, the localities have completed the arrangement such as Ky Son district has 8 commune Vice Chairmen according to the Government's Project to continue implementing, and 1 town Vice Chairman is expected to be arranged to the position of Deputy Secretary of the Commune Party Committee. Tuong Duong district has 13 surplus commune Vice Chairmen, has 12 commune Vice Chairmen according to the Government's Project to continue implementing, and 1 town Vice Chairman has been arranged to the position of Deputy Secretary of the Commune Party Committee.

For Nam Dan district, 5 redundant commune vice chairmen have been arranged and transferred to commune civil servants since March 2016. Quy Chau district has 1 redundant commune vice chairmen, and has received written consent from the Department of Home Affairs to transfer them to the position of Chairwoman of the Commune Women's Union, and transfer the Chairwoman of the Women's Union to the position of Justice - Civil Status civil servant.

7 redundant Vice Chairmen of Que Phong district, 5 commune Vice Chairmen according to the Government's Project continue to be implemented, 1 town Vice Chairman has been assigned to the position of Party Secretary, 1 Muong Noc commune Vice Chairman has been transferred to the position of commune civil servant.

Up to now, 4 localities have not reported on the plan to handle the surplus commune vice chairmen, including: Cua Lo town (10 vice chairmen), Nghi Loc (10 vice chairmen), Thanh Chuong (23 vice chairmen) and Nghia Dan (7 vice chairmen). Other localities are submitting plans to arrange and assign the surplus commune vice chairmen.

However, the difficulty and problem of localities in resolving the surplus number of commune-level Vice Chairmen is because the positions have been arranged and completed after the Party Congress. The plan to transfer to take on commune-level civil servant positions depends on the level of specialized training.

According to Mr. Dau Van Thanh - Director of Nghe An Department of Home Affairs: The law stipulates that it must be strictly implemented. To remove difficulties for localities, the Department of Home Affairs issued Official Dispatch No. 470/SNV-XDCQ on the arrangement of commune-level officials after the congress to implement the Law on Organization of Local Government.

In particular, the requirement for communes of type 2 and type 3 has arranged 2 Vice Chairmen of the People's Committee; People's Committees of districts, cities and towns based on Resolution No. 02-NQ/TU dated March 15, 2016 of the Party Executive Committee of Nghe An province on rotation and transfer of party members, leaders and managers for the period 2016 - 2020; Actual situation in the locality, training level and working capacity to have a plan to arrange other work or propose the Department of Home Affairs to consider accepting and arranging 1 Vice Chairman of the People's Committee to take on the position of commune-level civil servant according to the prescribed major.

To resolve the surplus number of Vice Chairmen in localities, authorities at all levels must take the initiative in arranging and reorganizing. The People's Committees of districts, cities and towns shall base on the Decision on classifying commune-level administrative units of the People's Committee of Nghe An province and the Law on Organization of Local Government No. 77/2015/QH13 dated June 19, 2015 to arrange the number of Vice Chairmen of the People's Committees at the commune level in accordance with regulations.
