Planning is crucial, serving as the foundation for implementing socio-economic tasks in the area. Mr. Nguyen Truong Giang, Director of the Department of Construction, stated that these districts have the potential to achieve the new rural development goals earlier than others, and one of the criteria is the completion of the planning. The implementation of regional planning for these eight districts is being carried out in parallel with the development of the Nghe An provincial planning until 2030, with a vision to 2050. Regional planning also facilitates the implementation of planning for towns and urban areas.

Previously, the planning process for district-level construction had approved 2 out of 17 district-level regions (Nam Dan and Yen Thanh).

Accordingly, the plan for 2035 is for Nam Dan district to have 3 urban areas, including 1 central urban area (upgrading Nam Dan town from type V to type IV) and 2 type V urban areas (Nam Giang urban area and Phuc Cuong urban area). The urbanization rate will reach 25.75%.

According to the approved plan, Yen Thanh will have 6 urban areas, including 1 central urban area - type IV, and 5 satellite urban areas - type V. The "rice-growing homeland" will develop in the direction of sustainable urban-rural development.

The province is currently directing local authorities to develop regional planning for the eight districts mentioned above.

Regarding urban planning: The coverage rate of the general urban development plan for existing cities and major cities (45 cities) reached 100%. The coverage rate of the general urban development plan for other cities reached 88.9% (the remaining cities are towns in mountainous areas); the coverage rate of the zoning plan reached 72% (Vinh City has basically completed it; Cua Lo town, Thai Hoa town, and Hoang Mai town are currently developing zoning plans).

To date, the province has 24 urban areas, including one Type I urban area.Vinh CityThere is one Type III urban area (Cua Lo town), two Type IV urban areas (Hoang Mai and Thai Hoa), and 20 Type V urban areas. The Department of Construction has advised the Provincial People's Committee to approve the proposal to classify Do Luong as a Type IV urban area and to develop a development program for Do Luong. Basically, important urban areas (from Type V and above) have had their planning established very early on, providing a basis for developing urban development programs.

Many urban and housing projects in Vinh City and some other localities have been built with integrated technical and social infrastructure, creating a modern urban landscape and providing a significant housing supply for residents of Vinh City and other urban areas in the province.

The completion of detailed planning for each urban area and some district regions of the province in recent times has contributed to attracting investment in urban development, functional zones, and managing construction investment in accordance with legal regulations.

It is understood that, according to the plan of the People's Committee of Nghe An province, the establishmentNghe An Provincial PlanningThe planning for the period 2021-2030, with a vision to 2050, will be completed and published in April 2022.
