Nghe An prepares plan to reopen markets that meet disease prevention conditions
(Baonghean.vn) - The People's Committee of Nghe An province has just issued urgent Official Dispatch No. 6215 dated August 26, 2021 to the Department of Industry and Trade, Department of Health and People's Committees of districts, cities and towns on preparing to reopen qualified markets during the period of social distancing as prescribed in Directive 16 of the Prime Minister.
Due to the complicated developments of the epidemic in the whole province, some markets are temporarily closed to ensure the prevention and control of Covid-19. To prepare for reopening to serve the needs of the people, Vice Chairman of the Provincial People's Committee Bui Dinh Long assigned:
1. People's Committees at district, city and town levels:

- Organize appraisal and assessment of disease prevention plans and strategies of the above markets; only when conditions are met will a decision be made to reopen operations.
2. Department of Industry and Trade, Department of Health:
Preside over and coordinate with relevant units to guide, inspect, control and resolutely handle markets that open without ensuring conditions and plans to prevent and control Covid-19 as required by the Ministry of Industry and Trade, the Ministry of Health and relevant authorities.
According to Official Dispatch No. 4728/BCT-TTTN of the Ministry of Industry and Trade, to be allowed to resume operations, markets must meet the following conditions:100% of market management organizations, individuals, vendors, and workers (Market Workers) have received at least one dose of vaccine; Market workers (before returning to work) must be tested (by PCR method) and have a valid negative result. The market is cleaned and disinfected throughout the market and around the market according to regulations.
People working at the market must declare their health status daily; do not go to work if they have any of the following symptoms: fatigue, fever, cough, sore throat, difficulty breathing or are in home quarantine as required by health authorities; measure their own body temperature and monitor their health at home before going to work. If they have symptoms of fever, cough, sore throat, difficulty breathing, etc., they must notify the market management unit and local health authorities for advice and treatment according to regulations.
Buyers and sellers at the market must declare their health status before entering the market (using QRCode or market access card...); organize body temperature measurement at the market entrance; disinfect hands; wear masks and keep distance according to regulations.
At markets, signs must be placed to regulate disease prevention and control for customers, hand sanitizer must be provided, and queuing areas must be arranged with lines to maintain distance between customers according to regulations.
Vehicles transporting goods in and out of the market must have a travel log for authorities to check when necessary; install Bluezone, health declaration software. Particularly for wholesale markets, arrange a rapid test area at the market (if possible), sell or provide necessary equipment for epidemic prevention at the market.
Arrange a 24/7 hotline number to receive and support related to epidemic prevention and control work. At the same time, re-evaluate and achieve the risk assessment classification: Good implementation, low risk of infection (from 80-100 points) according to the Guidelines for COVID-19 prevention and control at markets during the application of Directive 16/CT-TTg of the Prime Minister issued with Official Dispatch No. 5858/BYT-MT dated July 21, 2021 of the Ministry of Health.

For Market Management Unit 1. Have a plan/scheme for disease prevention and control (PCD) 2. Publicize contact information of the focal officer in charge of PCD work. 3. Sign a commitment with local authorities to implement and comply with regulations and recommendations on PCD. 4. Organize one-way purchasing. 5. Provide enough masks; require daily health declaration (QR code at quarantine point/Bluezone/paper); perform 5k. 6. Measure body temperature at the market entrance; arrange signs for PCD regulations; hand sanitizer; queue area with distance lines; collect, control and manage Market Entry Cards, control the density of people entering the market 7. Arrange isolation rooms/areas according to regulations. 8. Arrange delivery and receipt areas; disinfect delivery vehicles if necessary; limit contact between delivery and receipt personnel. 9. Do not arrange work and request not to go to work for people with one of the following symptoms: fatigue, fever, cough, sore throat, difficulty breathing and people in F1, F2 groups; require everyone to monitor their health at home and notify the management and medical unit when having one of the suspected symptoms. 10. At stores and booths: Implement social distancing, arrange partitions; reduce the number of workers. 11. Arrange waste bins with lids; hand washing area, toilets with enough clean water, soap/hand sanitizer. 12. Perform cleaning and disinfection according to instructions. 13. For Business Households: 1. Only sell essential items, comply with arrangements to ensure distance, regulations on food safety and hygiene. 2. Sign a commitment to comply with regulations and instructions on PCD and food safety conditions. 3. Manage information of employees/workers, vendors, request notification when in contact with F0 or F1 cases. 4. Ensure PCD requirements: daily disinfection, ventilation, distance, signs with contact phone numbers when necessary 5. Immediately notify if you or someone you know has symptoms; limit contact and keep a minimum distance. 6. Remind customers to always wear masks and keep distance. 7. Regularly self-assess your risk of infection 8. Carry out PCD measures yourself as instructed by the salesperson. |
For customers and employees: 1. Do not go to the market if you have any of the symptoms or are in quarantine. 2. Daily health declaration. Implement the 5K Message 3. Notify immediately if you or someone you know has symptoms. 4. Ensure PCD safety when traveling to the market and vice versa. 5. Workers sign a commitment to comply with regulations, PCD instructions and self-assess the risk of infection. 6. Customers go to the market on the specified day and submit their Market Card at the gate. |
For People's Committees at all levels 1. Arrange and set up appropriate stalls, reduce the number of customers at the same time, practice 5K, and limit close contact. 2. Divide the frequency of going to the market of local people. 3. Arrange staff to guide people to ensure PCD measures. 4. Organize training, guidance and dissemination to market management units about PCD requirements and regulations. 5. Organize communication about PCD requirements and regulations. 6. Organize weekly rapid testing for workers. 7. Urge, remind, check, supervise. |
