(Baonghean.vn) – Mr. Nguyen Thanh Nhan – Deputy Director of the Department of Home Affairs, Head of the Provincial Emulation and Reward Committee, announced this content in the discussion session on the morning of December 15.
At the discussion session in the hall, Ms. Phan Thi Thanh Thuy - Provincial People's Council delegate in Thai Hoa town requested the Provincial Emulation and Reward Committee to clarify the delay in granting and exchanging rewards. This is an issue that many voters in the town have reflected.
Explaining the delegates' recommendations, Deputy Director of the Department of Home Affairs, Head of the Provincial Emulation and Reward Board Nguyen Thanh Nhan said that Nghe An has more than 80,000 sets of commendation files on certificates of merit, not to mention medals and orders. In more than 80,000 sets of resistance war commendation files, there are 3,846 sets of files for exchanging artifacts.
Mr. Nguyen Thanh Nhan said: "Regarding the exchange of artifacts, 2,690 dossiers have been resolved, while 1,156 dossiers have not been resolved. The Central Emulation and Reward Committee has announced that the resolution has not been achieved for many reasons: lack of information, unable to find the name, original decision"...

Regarding the cause, Mr. Nhan said: Nghe An is a large province, with many individuals being rewarded for fighting against the French and the Americans, and there were mistakes in the process of making the reward records for individuals. There were many mistakes in the process of making the list and printing in previous years, but they were not corrected in time.
On the other hand, the declaration of previous achievements was self-declared by individuals for commendation proposals, so the information on the request for correction was incomplete and lacked documents; some commended subjects still did not pay attention to preserving artifacts, so the number of dossiers requesting re-issuance was large.
On the other hand, the storage of original records of reward units at all levels is not complete, therefore, the correction of records is still slow and in some cases, re-issuance has not been possible because the decision has not been found.
Another reason pointed out is that the former reward subjects of Nghe - Tinh province (old) and the Central units had their headquarters in Nghe An province, but up to now, the above units have been dissolved or moved their headquarters. Therefore, they no longer keep records or carry out the issuance and correction of errors for the people, but have transferred them to the Provincial Emulation and Reward Board to do so, thus making the issuance and correction very difficult at present.
Referring to the solution, the Head of the Provincial Emulation and Reward Board said that the unit has been coordinating with relevant departments, branches and localities to strengthen propaganda work to better preserve and use reward artifacts.

Mr. Nguyen Thanh Nhan also said that the Government Office has issued a document to stop using expired seals, so the issuance and re-issuance of certificates of merit is currently temporarily suspended and not yet resolved, including some cases that have been confirmed but have not yet been stamped.
While waiting for the Central Government to issue instructions on reissuing certificates, to ensure the rights of people enjoying the regimes, Mr. Nguyen Thanh Nhan suggested: Localities prepare documents and submit them to the Provincial People's Committee through the Provincial Emulation and Reward Board to issue temporary certificates, ensuring the rights and regimes for the subjects.
"When there is an announcement from the Central Government about the exchange, the Provincial Emulation and Reward Board will have a notice, specific instructions and coordinate with the People's Committees of districts, cities, towns, departments, branches and sectors to implement the exchange" - Mr. Nhan affirmed.
Specifically, in Thai Hoa town, there was a request to replace 237 cases, including one torn medal and one corrected medal. The Head of the Emulation and Reward Board said that currently, 119 cases have been resolved, while 118 cases have not been resolved.
"In the coming time, the Provincial Emulation and Reward Board will work with Thai Hoa town to complete the procedures for re-issuing and correcting certificates, and supplementing and verifying the cases proposed for re-issuance by the Central Government."
