Nghe An: Promoting training and fostering of leaders and managers

During his lifetime, President Ho Chi Minh affirmed the important role of cadres in carrying out revolutionary work: "Cadres are the root of all work", "All successes or failures are due to good or bad cadres". Clearly identifying "the root of all work", on May 30, 2012, the Provincial Party Standing Committee issued the Project "Training and development of staffLeadership and management of Nghe An province, period 2012 - 2020".

After 5 years of implementing the Project, 160 comrades have been trained as PhDs; 935 comrades have been trained as masters and many cadres, civil servants and public employees have self-studied for a second university degree to supplement their knowledge and improve their qualifications. 14,772 comrades have been trained in intermediate political theory;2,161 comrades were trained in advanced political theory. 31,252 leaders and managers at all levels attended training courses at the Central and provincial levels. 5,933 comrades were trained in state management at the expert level (exceeding the plan by 85.41%); 699 comrades were trained in the senior expert level (exceeding the plan by 29.44%); 74 comrades were trained in the senior expert level. 8,619 cadres attended national defense and security training courses for subjects 1, 2, 3 (exceeding the plan by 20.65%). 3,877 leaders and managers at all levels attended training courses to update new knowledge.

Content, methods, quality, training and development are increasingly innovated in the direction of linking theory with practice, promoting the positivity and initiative of learners. The team of lecturers, part-time lecturers, and facilities of training institutions are standardized, gradually meeting the requirements of teaching and learning in the new period.

After training, fostering, and updating new knowledge, the qualifications and capacity of the staff, civil servants, and public employees are raised, in accordance with the standards of job titles and competency frameworks, especially the ability to handle difficult, complex, and newly arising issues, meeting the requirements of Party building, political system building, socio-economic development, ensuring national defense and security of localities, agencies, and units, contributing significantly to the overall development of the province. In addition, the work of fostering moral qualities has helped leaders and managers improve their mettle, responsibility, and awareness of setting good examples, limiting negative and wrongdoings occurring in practice.

The implementation of the Project also revealed some limitations, namely: The work of forecasting needs and the development of annual training and development plans of some units is not close to reality, not linked to the planning and plan for using cadres. The content, methods, and forms of training and development have been innovated but slowly, there is still overlap and dispersion between programs; the classification of knowledge, updating, and new knowledge according to the mechanism of compulsory skills for each target group is not good. The support regime for learners, especially for civil servants and cadres in remote and isolated areas, faces many difficulties. Lecturers of some district-level training and development facilities do not have pedagogical skills according to regulations. Although the facilities have been invested in new construction or upgrading and repair, they have not met the requirements. The application of information technology of some units is still limited and lacks uniformity; application and operational skills are still weak.

The basic causes of the above limitations are: Some Party committees, authorities, and units lack determination in leadership and direction; underestimate the survey and understanding of training and development needs of cadres, civil servants, and public employees; do not have a firm grasp of the requirements of title standards, competency frameworks, and job positions to develop appropriate training and development plans; and have not effectively promoted the role of inspection and supervision of training and development work. In addition, a number of cadres are still reluctant to study concentrated political theory and are lazy to study foreign languages.

In order to achieve good results in the training and fostering of cadres, civil servants and public employees in the coming time, the Standing Committee of the Provincial Party Committee continues to lead and direct party committees at all levels, authorities, agencies and units to carry out strategic and sustainable tasks, namely: Promoting the implementation of Plan No. 225-KH/TU, dated January 30, 2020 of the Standing Committee of the Provincial Party Committee on training and fostering cadres, civil servants and public employees of Nghe An province in 2020 and the period 2021 - 2025; The National Target Program on foreign language learning for cadres, civil servants and public employees, period 2019 - 2030 of the Government; Resolution No. 26-NQ/TW, dated May 19, 2018 of the Central Executive Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task.

Raise awareness and responsibility of Party committees, organizations in the political system and cadres and Party members, especially leaders, in building a team of professional, high-quality cadres, civil servants and public employees with reasonable quantity and structure. Closely follow the approved planning of leaders and managers, needs and practical situations to develop annual training and development plans. Gradually ensure material facilities for training and development facilities in the direction of meeting standards; focus on building a standard Provincial Political School according to Regulation No. 11-QD/TW, dated May 19, 2021 of the Secretariat.

Building a team of lecturers and part-time lecturers to meet teaching requirements in the period of integration and development. Innovating the content and form of training and fostering staff towards focusing on management, operation and working skills, associated with the arrangement and reasonable use of staff after training and fostering. Strengthening assessment, inspection, supervision, urging, guiding, and removing difficulties and obstacles in the implementation of annual training and fostering plans. Timely encouraging and rewarding groups and individuals with outstanding achievements; at the same time, considering and taking measures to deal with groups and individuals who are irresponsible in performing training and fostering tasks.

The Provincial Party Standing Committee also assigned responsibilities to each Party committee, government, agency, and unit to specify the implementation of goals and tasks on training and fostering cadres according to the motto "specific, economical, effective, practical". It is believed that the training and fostering of cadres in the coming time will achieve many important results, contributing to building a clean and strong Party Committee and political system of the province, making Nghe An a fairly developed province in the Northern region by 2025 as set out in the Resolution of the 19th Party Congress, term 2020 - 2025.
