Nghe An: Proposal to adjust irrigation service prices to increase by 1.5 times

(Baonghean.vn) - On the afternoon of December 19, comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee chaired a meeting to listen to and give opinions on the construction, appraisal and promulgation of prices for public irrigation products and services managed by the locality according to the provisions of the Law on Fees and Charges.

Representatives of departments, branches and districts, cities and towns attended the meeting.

Attending the meeting were representatives of the Departments of Agriculture and Rural Development, Planning and Investment, Finance, Justice, Nghe An Tax Department, Provincial People's Committee Office. Along with representatives of the People's Committees of districts, cities, towns and irrigation companies in the province.

Mr. Nguyen Sy Hung - Deputy Director of the Department of Agriculture and Rural Development reported on the current price situation of irrigation products and services at the meeting.

At the beginning of the working session, the leaders of the Department of Agriculture and Rural Development reported on the actual situation of costs in production and management of irrigation works increasing according to the market mechanism (salaries, insurance, maintenance costs, etc. all increased).

To have enough revenue to ensure reproduction costs and comply with current financial regulations, the Department of Agriculture and Rural Development proposes to adjust the prices of irrigation products and services (for prices stipulated in Decree No. 67/2012/ND-CP dated July 10, 2012 of the Government) in Nghe An province.

Ms. Dang Thi Hang - expert of the Department of Justice contributed opinions at the meeting.

Specifically: The current price (collection rate) applied to rice-growing land in mountainous areas using motorized irrigation is 1,811,000 VND/ha. Now it is proposed to adjust it to 2,716,500 VND/ha; For the plains, using motorized irrigation, the current collection rate is 1,433,000 VND/ha, now it is proposed to adjust it to 2,149,500 VND/ha, an increase of 1.5 times in irrigation service price.

The price (irrigation fee collection level) for other irrigation services is also proposed to increase 1.5 times compared to the price (collection level) stipulated in Decree 67/2012/ND-CP...

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

According to the provisions of the Law on Fees and Charges No. 97/2015/QH13 passed by the National Assembly on November 25, 2015, effective from January 1, 2017, irrigation fees are transferred to irrigation service prices determined by the State. Therefore, at the meeting, after listening to the opinions of the sectors on the proposal of the Department of Agriculture and Rural Development, the irrigation service fee for rice fields and the price - the fee for inland irrigation services was increased by 1.5 times, due to the increased costs in production, management and exploitation of irrigation works according to the market mechanism.

Ruong Xoi Lake (Vinh Son commune, Anh Son) serves irrigation for 135 hectares in the commune.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong requested the Department of Agriculture and Rural Development to coordinate well with relevant sectors to soon complete the submission and draft to submit to the Provincial People's Committee for approval at the next meeting./.
